- 1. Gargaara Company Limited, headquartered on Airport Road in Waberi, Mogadishu, Somalia,
- is an Apex financial institution licensed by the Ministry of Commerce and registered with the
- Central Bank of Somalia. Established as a dedicated and autonomous agency, Gargaara is a
- leading financial institution in Somalia, committed to facilitating access to finance for Micro,
- Small, and Medium Enterprises (MSMEs).
- With a bold and innovative approach, Gargaara drives reform within the financial sector to
- promote financial inclusion. Its development strategy emphasizes innovation and the provision
- of professional services to help formalize businesses, ensuring they are well-structured to
- access financial intermediation.
- Through inclusive practices, tailored guidance, and ongoing support, Gargaara aims to unlock
- the potential of MSMEs across Somalia, fostering economic empowerment and expanding
- opportunities within this underfunded sector. Its direct and indirect beneficiaries include
- Participating Financial Intermediaries (PFIs) and MSMEs, to whom it provides critical
- knowledge, lending expertise, and access to capital—supporting the growth and expansion of
- businesses throughout the country.
- 2. The Federal Republic of Somalia, through the Ministry of Finance (MoF), has received a grant
- from the Federal Republic of Germany, represented by the Federal Ministry for Economic
- Cooperation and Development (BMZ), to support the programme “Strengthening Somali
- Micro, Small, and Medium Enterprises (MSMEs).” The programme is implemented by
- Gargaara Company Limited, with funding administered by KfW Entwicklungsbank (KfW)
- under BMZ Reference No. 2020 67 239. Gargaara Company Limited serves as the executing
- agency, while DT Global (EA) Company Limited acts as the implementing consultant.
- 3. Gargaara Company Limited intends to apply a portion of this grant to cover eligible payments
- under the contract referenced in this Tender Notice. The services will be procured in eight
- separate lots:
- Lot 1: Agricultural Processing
- Lot 2: Livestock Farming
- Lot 3: Fisheries
- Lot 4: Renewable Energy
- Lot 5: Health Care
- Lot 6: Education
- Lot 7: Manufacturing
- Lot 8: Hospitality and Travel
- Applicants may submit applications for one, more than one, or all eight lots. However, an
- applicant cannot be shortlisted in more than 4 lots.
- 4. Gargaara Company Limited now invites applications from qualified consultancy firms for the
- above-mentioned services. Interested applicants are encouraged to request the full
- prequalification document by writing to the email addresses mentioned in section 10 below.
- 5. The scope of services, as outlined in the prequalification documents, will include the following
- key components:
- a. Assessment of Business Development Services (BDS) needs of MSMEs
- b. Design of tailored BDS programs for MSMEs
- c. Implementation of the MSME BDS programs
- d. Monitoring, Evaluation (M&E), and follow-up activities for MSMEs

- 8. Applicants should clearly state “Application for Business Development Services – Lot
- Number (indicate lot number)” on the Envelops, indicating the specific lot they are applying for.
- 9. The application must be submitted in English.
