Gargaara Company Limited, headquartered on Airport Road in Waberi, Mogadishu, Somalia, is an apex financial institution licensed by the Ministry of Commerce and registered with the Central Bank of Somalia. Established as a dedicated and autonomous agency, Gargaara is a leading financial institution in Somalia, committed to facilitating access to finance for Micro, Small, and Medium Enterprises (MSMEs).
With a bold and innovative approach, Gargaara drives reform within the financial sector to promote financial inclusion. Its development strategy emphasizes innovation and the provision of professional services to help formalize businesses, ensuring they are well-structured to access financial intermediation.
Through inclusive practices, tailored guidance, and ongoing support, Gargaara aims to unlock the potential of MSMEs across Somalia, fostering economic empowerment and expanding opportunities within this underfunded sector. Its direct and indirect beneficiaries include Participating Financial Intermediaries (PFIs) and MSMEs, to whom it provides critical knowledge, lending expertise, and access to capital—supporting the growth and expansion of businesses throughout the country.
The Federal Republic of Somalia, through the Ministry of Finance (MoF), has received a grant from the Federal Republic of Germany, represented by the Federal Ministry for Economic Cooperation and Development (BMZ), to support the programme “Strengthening Somali Micro, Small, and Medium Enterprises (MSMEs).” The programme is implemented by Gargaara Company Limited, with funding administered by KfW Entwicklungsbank (KfW) under BMZ Reference No. 2020 67 239. Gargaara Company Limited serves as the executing agency, while DT Global (EA) Company Limited acts as the implementing consultant.
Gargaara Company Limited intends to apply the proceeds of this grant to cover eligible payments under the contract referenced in this Tender Notice. The services will be procured in three separate lots:
Lot 1: Banadir Region
Lot 2: Greater Southern Somalia Region
Lot 3: Somaliland Region
Applicants may submit proposals for one, two, or all three lots. However, each lot will be awarded to a different individual consultant.
Gargaara Company Limited now invites applications from qualified individual consultants to submit quotations for the above-mentioned services. Interested applicants are encouraged to visit the company’s website (https://gargaara.com ) for further details, including the Terms of Reference, model contract, financial proposal template, Declaration of Undertaking, and evaluation matrix.
The scope of services, as outlined in the Terms of Reference, will include the following key components:
Assessment of Business Development Services (BDS) and mentorship needs of Women and Youth-led MSMEs
Design of tailored BDS mentorship programs for Women and Youth- led MSMEsImplementation of the Women and youth-led MSME BDS mentorship programs
Monitoring, Evaluation (M&E), and follow-up activities

6. Interested applicants are requested to submit their cover letter, detailed CV, signed Declaration of Undertaking, and financial proposal (using the provided template) via email to:

Important Note:
The financial proposal file must be password-protected. The password will be requested in a separate email only from applicants who achieve a weighted score of 21 or above out of 30 on Criteria 1, 2, and 3 of the evaluation matrix. Any application submitted without a password-protected financial proposal will be rejected and not evaluated.
7. All applications must be received no later than:
Tuesday, June 10, 2025, at 12:00 hours East African Time.
8. Applicants should clearly state “Application for Business Development Services – Women Mentors – Lot Number (x)” in the subject line of the email, indicating the specific lot they are applying for.
9. The application must be submitted in English.
10. Interested individual consultants may request further information via email (using the same email addresses as above) up to 10 working days before the application submission deadline.
