    BACKGROUND INFORMATION:

    CISP is a lead organization that supports targeted communities in Mogadishu, Galkacyo, Hobyo, Gelinsoor, Dhusamareb, Guricel, and Abudwak, and local partners support for community care projects across Somalia.
    CISP projects are implemented by a multi-disciplinary team, including program staff and operationally supported by the administration department based in Mogadishu and the field offices in the Galmudug region.
    SCOPE OF WORK:
    Under the direct supervision of the Senior Health and Nutrition officer , the HMIIS Officer will be responsible for collecting statistical data from the Operational health facilities of CISP in Galgadud region and generating weekly, monthly, quarterly and as needed statistical reports for program follow up and monitoring purposes. S/He is expected to take part in the M&E activities to ensure the delivery of high-quality services. S/He is expected to update the comprehensive
    KEY RESPONSIBILITIES
    •       Overall responsible for the compilation, interpreting and reporting of health and nutrition data and health information system from all CISP supporting health facilities in Galgaduud region
    •       Ensure that all data related to indicators for all respective health and nutrition program grants is configured appropriately into COMET/DHIS2/ONA/MODA/ Parnerconnect systems.
    •       Ensure that all CISP supported health care facilities have required data collection and reporting tools and that they are being used as required.
    •       Assist Health Managers, medical officer, and Nutrition officer in preparing monthly and quarterly reports on project progress based on Health Data base reports on project activities.
    •       Continuous and frequent close monitoring/supervision of all levels of data collection from entry, filling, compiling, summarizing, and giving feed back to Health field team.
    •       Support and Monitor Data clerks based at the field levels to ensure that weekly/monthly data entry is effectively and correctly entered into systems
    •       Undertake training and follow-up mentoring to health facility staff to ensure the quality of data collection procedures in all the health facilities
    •       Provide refresher trainings to Data clerks, and health staff on COMET/DHIS2/ONA/MODA systems, and data management
    •       Conduct data validity and accuracy audits to ensure the quality of the data in the system
    •       Ensure highly quality and integrity of data by conducting weekly/monthly review of registers and forms from, and ensure the accuracy and consistency of data in the health facilities and outreach teams registers
    •       Review records for completeness, accuracy and compliance with regulations and safeguard the data for control quality improvement efforts
    •       Attend HIMS meetings and provide feedback to the staff to improve the data quality
    •       With the support of the Senior Health and Nutrition Officer, organize quarterly data review meetings to monitor the program performance.
    •       Generate weekly, monthly, quarterly and annual reports to monitor the program performance
    •       Participating in the development of tools and guidelines for data collection, collation and reporting; managing a project level data compilation for donor and country office reporting specifically indicator performance tracking for individual projects; systemically checking this data for quality, accuracy, and consistency, and providing feedback as necessary.
    •       Maintaining a tracking spreadsheet for M&E activities and events — baselines, assessments, reviews, evaluations — tracking trends and recommendations, progressing their implementation where appropriate
    •       Conduct regular visits to all the CISP supported health facilities to identify gaps in timeliness and quality of data reporting and work with relevant staff to address the gaps.
    •       Regularly review facility registers across all service units with program staff and provide appropriate feedback on how this correlates with information/data generated.
    •       Participate in quality of intervention monitoring together with stake holders while ensuring availability of data for assessing program quality.
    •       Cary out any other activities deemed appropriately by the supervisor
    Skills and qualifications
     
    •       Bachelor’s degree in computer science or equivalent with at least 5 years of relevant experience in a similar role
    •       At least 3 years’ experience in health data collection/ management and all statistic forms
    •       Skills in DHIS, HMIS and data management.
    •       Data analysis and report writing skills
    •       Health information system knowledge and skills
    •       Experience in conducting qualitative and quantitative surveys
    •       Computer literacy with working knowledge of Microsoft Office (Excel), MIS, HIS, SPSS
    •       Ability to rapidly analyze and integrate diverse information from varied sources;
     
    •       Self-motivated and pro-active attitude with good organization, planning, and analytic skills, including prioritizing work, multi-tasking and attention to detail.
    •       Flexibility and ability to work under pressure and in constantly evolving work environments;
    •       Demonstrated analytical, systematic-thinking, and problem-solving skills are definite assets;
    •       A strong understanding of accountability and proven ability to build Client Feedback Systems
    •       English language is required and fluency of Somali.
    •       Willingness to travel to various field-level offices.
    •       Must be a good team player with a proven track record of good interpersonal relations
    •       Commitment to Continuous Learning – Willingness to keep abreast of new developments
