Job Description: Security Officer – SC Somalia & Somaliland.
1. Objectives of the Position
The primary purpose of this role is to represent Welthungerhilfe’s Safety and Security interests in SC Somalia and Somaliland. The position reports directly to the Area Manager –
Somalia, with secondary reporting to the Country Director and technical support from the Regional Security Advisor.
The officer will engage with INSO, GiZ, and other security personnel from international and local NGOs to facilitate information exchange and enhance overall local analysis. This role
requires interaction with project partners, project participants, and stakeholders to promote understanding and acceptance of Welthungerhilfe’s mission in the region, including travel
between Mogadishu, Hargeisa, and various project sites. The position will be based in Mogadishu, with travel to Somaliland and occasionally to Kenya when required.
The Security Officer will oversee the implementation of the Security Management Plan (SMP), Standard Operating Procedures (SOPs), and Contingency Plans (CPs) to ensure the security of Welthungerhilfe staff and assets throughout SC Somalia and Somaliland.
2. Duties with Own Area of Responsibility
• Representation and External Relations
o Serve as the primary contact for safety and security matters for Welthungerhilfe in SC Somalia and Somaliland, ensuring a gender responsive and inclusive safety practice .
o Represent Welthungerhilfe at safety and security forums and networks.
o Prepare and deliver safety and security briefings to staff and partners ,ensuring they are accessible and inclusive for all genders and backgrounds.
o Track and monitor all travel to ensure compliance with safety and security protocols factoring in safety concerns of both female and male staff.
o Monitor adherence to Welthungerhilfe’s Security Policy at both national and regional levels to ensure a secure working environment.
o Develop and maintain security protocols for project locations, ensuring the safety of Welthungerhilfe staff.
o Ensure field staff receive adequate training and briefings in security protocolsthat integrate gender-sensitive considerations (e.g., GBV risk mitigation, mobility concerns for female staff etc)..
o Actively monitor and report on the security situation, providing monthly updates that include situation analysis and general developments relevant to operational areas.
o Serve as the security focal point for project partners and external stakeholders.
o Oversee safety and security for all transportation and travel arrangements for staff and assets.
o Assist the Area Manager in planning staff travel across operational areas.
o Conduct security assessments (context analyses) in new areas and prepare reports providing detailed information about the new area.
• Community Engagement
o Build and maintain relationships with local and regional stakeholders to foster community acceptance and promote Welthungerhilfe’s mission.
o Ensure Welthungerhilfe’s visibility within program activities while adhering to security protocols.
• Strategy Development
o Participate in the annual development of Welthungerhilfe’s safety and security strategy.
o Contribute to risk assessments and context analyses for the development of additional SOPs or CPs as needed.
o Collaborate closely with the Area Manager to ensure compliance with safety and security standards.
1.2 Duties Without Own Area of Responsibility
• Implement an annual safety and security plan that includes training and safety sharing objectives.
• Fulfill other reasonable tasks assigned by management that align with the position’s scope.

1. Knowledge/Qualifications
1.1 Professional/Formal Qualifications
• Undergraduate degree in a relevant field (humanitarian or development studies, NGO management, politics, etc.).
• Certificate in INGO security management or HEAT is a significant advantage.
• A minimum of 4 years of progressive experience in NGO management.
• Proven experience representing an INGO at a high level , including interactions with government entities.
• Strong understanding of the political and social dynamics within SC Somalia & Somaliland.
1.2 Foreign Language Skills
• Excellent written and spoken English proficiency.
2. Interpersonal Skills
2.1 Leadership
• Confident in making presentations to Welthungerhilfe staff, project participants, and partners.
• Ability to remain calm and effective in high-pressure and insecure environments.
