  • Position: SENIOR BUSINESS DEVELOPMENT OFFICER
  • Reporting to: Country Manager
  • Duty Station: Mogadishu (with frequent travel to project sites in SOM Programme)
  • Duration of contract: 6 months, with possibility of extension.

  • GENERAL MISSION – HUMANITY & INCLUSION Created in 1982, Humanity & Inclusion/ formerly known as Handicap International (HI) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and other vulnerable groups, our actions are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. HI was the co-winner of the Nobel Peace Prize in 1997 for its role in the International Campaign to Ban Landmines.
  • HI started in Somaliland in 1992 by setting up a rehabilitation center and supporting a local NGO, Disability Action Network, in building their capacity and take over the management of the rehabilitation center in Hargeisa, some years later. HI’s strategy in Somalia is to support local and international actors, access to services and advocacy for the rights of persons with disabilities and other disadvantaged groups such as older persons. HI engages with development and/or humanitarian actors through partnership, collaboration and capacity development to promote inclusion, access to and participation of persons with disabilities in basic and specific services as well as in decision making processes that affect their lives.
  • ROLE OF THE POSITION
  • The Senior Business Development Officer will play a key role in fundraising, proposal development, and identifying funding opportunities. He will be based in Mogadishu, with frequent travel to other project sites in Somalia and Somaliland, and will report directly to the Country Manager.
  • MAIN RESPONSIBILITIES
  • •       Under the direct supervision of the Country Manager, and in close collaboration with the, Programme teams, as well as other members of the Business Development Senior Officer proactively contributes to the development of the Programme by designing, implementing and monitoring the funding strategy for the Somalia/Somaliland.;
  • •       He/she identifies funding opportunities and leads the process of developing concept notes and project proposals through to submission to various donors, such as public institutions, foundationsand the private sector;
  • •       He/she contributes to relevant liaison with external stakeholders, INGOs, NGOs, local organizations, coordination platforms, clusters, etc. promoting HI mandate and building partnership opportunities.
  • MISSIONS
  • Mission 1: Strategic Positioning and Planning
  • •       Observe donor strategies and priorities at country level and monitor opportunities in order to anticipate calls for proposals and identify bidding opportunities;
  • •       Participate in the development of the operational strategy, with particular focus on the fundraising action plan and internal project documents;
  • •       Draw up a mapping of other humanitarian and development actors (INGOs, UN agencies,
  • government representations) to monitor trends and remain competitive;
  • •       Analyze fundraising trends and inform the Country Manager, mainly project coverage, duration and amounts secured;
  • •       Liaise and mobilize adequate team members to support fundraising efforts (technical experts, programme team, etc).
  • •       Organize regular meetings with internal counterparts and briefing sessions to the SMT;
  • •       Participate in various platforms and meetings on behalf of the country programme to increase HI’s visibility
  • and allow for  information gathering on funding opportunities.
  • •       Develop supporting documents, such as “project sheets” and/or “donor sheets”; and develop new tools such as capacity statements;
  • Mission 2: Relationship Management
  • •      Work with the internal counterparts and wider SMT to strengthen HI’s attractiveness and influence, developing key relationships with relevant decision-makers in, national and local organizations, and international organizations;
  • •      Develop active and quality working relationships with strategic partners in the country to identify potential consortia;
  • •      Set-up a CRM policy and ensure that it is updated as necessary.
  • Mission 3: Proposal Development
  • •      Coordinate proposal development, distributing tasks among the key people involved in the writing of the project proposals for submission to the donor, in accordance with HI’s proposal writing process and tools (PD-tool, project development tracking tool, etc.), including the development of: logical frameworks, MEAL plan, narrative description of technical approach, planning, staffing and budgeting;
  • •      Proactively coordinate the involvement and input of all relevant technical advisors (HQ and mission staff) for all proposal development;
  • •      Identify, where appropriate, relevant/competitive arrangements (consortia, multi-country projects, etc.) in order for HI to position for influence
  • •      For consortia: ensure coordination and communication, and manage stakeholder input during project development;
  • •      Review the project proposals/final concept notes prior to submission for compliance with donor guidelines and expectations, consistency between the budget and the technical description, and overall quality;
  • •      Proceed (when applicable) with the final submission of concept notes and project proposals to HQ
  • Mission 4: Capacity Building
  • •      Provide training on donor rules, regulations and strategies for all programmers’ staff involved in the writing of concept notes and project proposals.
  • Skills and qualifications
  • Education:
  • •      Minimum of Bachelor’s Degree in Project Management, Economics, Management, Psychology, Social or any Related field of study with profound experience on Business Development, Project management.
  • Experience:
  • •      Minimum of three years’ experience as Business Development Officer or Project Manager.
  • •      Experience in protection and working with or developing proposals related to vulnerability, disability, gender and diversity…
  • •      Good understanding of Somalia’s’ funding mechanism, donor cycles. And current funding streams.
  • •      Previous experience working in Consortiums / managing consortiums
  • •      Familiar with Somalia/Somaliland context.
