TERMS OF REFERENCE
SUPPLY AND DELIVERY OF TOYOTA PRADO VEHICLE

1. INTRODUCTION
The Somali Payment Switch (SPS) invites sealed bids from eligible suppliers for the supply of one (1) brand new Toyota Land Cruiser Prado vehicle to support its operational activities.
2. BACKGROUND
The Somali Payment Switch is the national payment infrastructure facilitating interbank transactions across Somalia. The procurement of this vehicle is essential to support field operations, stakeholder engagements, and logistical requirements of the organization.
3. OBJECTIVE
To procure one (1) brand new Toyota Land Cruiser Prado 4×4 vehicle that meets the technical specifications outlined in this document.
4. TECHNICAL SPECIFICATIONS
SCOPE OF SUPPLY
The successful bidder shall:
Supply one (1) brand new Toyota Land Cruiser Prado as per specifications
Provide all standard tools, spare wheel, and accessories
Deliver the vehicle to SPS Office at the Central Bank of Somalia in Mogadishu
Provide all necessary documentation including:
Manufacturer’s warranty certificate
Owner’s manual
Service booklet
Certificate of origin
PROCUREMENT PROCEDURE
6.1 Procurement Method
This procurement will follow the Open Competitive Bidding procedure.
6.2 Eligibility Criteria
Bidders must:
Be authorized Toyota dealers or distributors
Have a minimum of 5 years’ experience in vehicle supply
Have completed at least 3 similar contracts in the past 3 years
Be registered with relevant government authorities
Have valid tax compliance certificates
Demonstrate financial capacity to execute the contract
6.3 Bid Submission
Bids must be submitted in two separate sealed envelopes marked “TECHNICAL PROPOSAL” and “FINANCIAL PROPOSAL”
Both envelopes should be placed in an outer envelope marked “TENDER FOR TOYOTA PRADO – SPS/PROC/VEH/2025/001”
Bids must be delivered to the address in Section 11 before the submission deadline
Late bids will be rejected
6.4 Bid Opening
Bids will be opened on May 25, 2025, at 16:30 EAT at SPS Headquarters
Bidders’ representatives may attend the bid opening session
6.5 Evaluation Process
The evaluation will be conducted in three stages:
Preliminary Examination: Checking the completeness of bids and eligibility documents
Technical Evaluation: Assessment of compliance with technical specifications (pass/fail)
Financial Evaluation: Comparison of prices for technically compliant bids
6.6 Award Criteria
The contract will be awarded to the lowest evaluated bidder who meets all technical requirements.
7. DELIVERY TIMELINE
The vehicle shall be delivered within 30 calendar days from the date of contract signature.
8. BID VALIDITY
Bids shall remain valid for 60 days after the bid submission deadline.REQUIRED DOCUMENTS

Financial Proposal:
Itemized price quotation in USD
Price validity statement indicated in the quotation page
