  • 1.      Background
  • The Government of Somaliland has received a grant from the World Bank to implement the Somali Electricity Sector Recovery Project (SESRP). The Project Development Objective of SESRP is to increase access to electricity services and to re-establish the electricity supply industry in the Project Areas.
  • The Ministry of Energy and Minerals (the Ministry) has established a Project Implementation Unit (PIU) to carry out the day-to-day activities of project planning, coordination, and implementation of the Somali Electricity Sector Recovery Project.
  • The project comprises of the following four components: (i) Sub-transmission and distribution network reconstruction, reinforcement, and operations efficiency in the major load centers of Hargeisa; (ii) Hybridization and battery storage systems for mini grids; (iii) Stand-alone solar off-grid access to public institutions (Health and Education); (iv) Institutional Development and Capacity Building.
  • The project will pilot an enhanced Women in Energy program in the form of an incubator/accelerator program that bridges skills gap between graduation from university and employment by training women engineers with soft and practical skills to work in technical fields within the energy sector.
  • In this regard, MoEM seeks to recruit a Technical Expert to work on operational and program designing of the women’s Incubator.
  • 2.       Scope of Work and Responsibilities 
  • The scope of work for the assignment includes but not limited to the following tasks:
  • In Somaliland’s energy sector, women face significant barriers to equal participation in STEM education and employment due to deep-rooted socio-cultural norms that portray technical fields as male-dominated. Domestic expectations and economic hardships, especially in rural areas, limit girls’ educational and career opportunities. Gender bias in hiring and workplace culture further hinders women’s advancement. Additionally, graduates often lack practical skills, leaving them underprepared for technical roles despite their theoretical knowledge. To bridge this gap, MoEM will pilot a Skill Accelerator/ Women in energy incubator, that will be a training facility financed under SESR Project to provide hard and soft skills to women who have graduated in STEM fields to prepare them for the energy sector. The facility will also provide training to employers in the energy sector to ensure their human resource policies and work environments are conducive to helping women engineers succeed. The pilot incubator will also provide placement services to assist women with employment search as well as track the employment records of the women who received training through the incubator.
  • The expert will be tasked to evaluate existing university and TVET curricula in electricity and renewable energy, ensuring alignment with current industry skill demands. It will assess labor market trends to identify gaps and opportunities for relevant educational reforms. A key component is the establishment of women skill accelerator (incubator) with a clear governance structure, practical training programs, and industry linkages. And lastly to equip the incubator with the necessary resources and tracking systems to support graduates’ transition into the workforce.

  • Skills and qualifications
  • 1. Selection Criteria:
  • Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
  • A combination of Gender studies and electrical engineering with a minimum of a master’s degree in Gender Studies, Social Sciences, Electrical Engineering, Renewable Energy, or a related field.
  • A PhD in those relevant disciplines is an added advantage.
  • At least 10 years of combined experience in gender equality, women’s empowerment, education, and engineering, with a focus on leadership roles and technical project implementation.
  • At least 7 years of proven experience, in energy, engineering, or STEM fields.
  • Demonstrated expertise in designing and implementing STEM training programs and technical education initiatives that prepare women for senior roles in the energy industry.
  • Experience in energy projects, including renewable energy (solar, wind), energy distribution networks, and hybrid systems, with a focus on project design, implementation, and management.
  • Experience in integrating gender perspectives into technical solutions or collaborating with gender experts on engineering projects.
  • 2. Duration:
  • The duration for the assignment is six (6) months period.
  • 3. The Ministry of Energy and Minerals now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) indicating that they are qualified to perform the services.
  • 4. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 and August 2018, November 2020, September 2023 and February 2025(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  • 5. A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
