  • 1. Background The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. For decades, UN-Habitat has been working in human settlements throughout the world, focusing on building a brighter future for towns and cities of all sizes. UN-Habitat Ethiopia, in collaboration with various UN agencies and donors, is implementing various projects including on durable solutions for displacement affected communities in Somali and Oromia Regional States of Ethiopia. UN-Habitat's role centers on community-based catalytic interventions aimed at fostering social cohesion, protection, creation of livelihood options and sustainable community development. Among these activities are construction skills training, upgrading and construction of shelters, and support in the development public spaces for community cohesion. This position is located within the UN Habitat Ethiopia Programme with Dire Dawa as duty station but with the need to travel to different project sites in Meiso, Magalacad, Qoloji, Babile, Awbare, and surrounding areas in the Somali and Oromia regions. Objective The Junior Civil Engineer will be responsible for (i) the assessment of upgrading works and the preparation of assessment reports including on compliance, progress and quality, (ii) supervision of the construction/rehabilitation projects as undertaken by UN-Habitat (iii) supervising all construction related activities, preparing and reviewing Bills of Quantities (BOQs), payment certificates, and assisting in the preparation of bid documents and revisions (iv) act as a focal person for job specific tasks, as may be assigned (v) provide support to the implementation, reporting, monitoring and evaluation of operations related to various UN Habitat projects. The Junior engineer will be under the direct supervision of the Project lead. 2. Duties and Responsibilities Within the delegated authority, the incumbent will have to perform the following assignments independently and in collaboration with the team members: - Follow up on work progress through developing site inspection plans, responding to contractors’ Quality Control and Quality Assurance correspondence. - Participate in site inspection visits (daily and/or weekly basis) to collect technical information, and ensure compliance with approved designs and standards, as well as milestone achievements. - Advise on materials selection, construction methods, and quality control measures to ensure adherence to project specifications. - Prepare periodic progress reports and minutes of meetings and ensure proper archiving for each project. - Maintain site records, including photographs, work logs, and material usage documentation. - Track construction progress against the approved project schedule and report any deviations. - Identify and report potential risks and delays to project stakeholders. - Assist in the preparation and verification of BOQs for various project components. - Evaluate implementing partner/contractor invoices and prepare payment certificates in accordance with work completed. - Facilitate smooth communication between the project team, implementing partner /contractors, and local communities. - Address community concerns and ensure alignment with project objectives. - Travel regularly to the different project sites to oversee implementation and resolve issues on-site. - Ensure compliance with safety regulations and local construction codes. - Attend technical meetings with stakeholders such as governmental institutions, donors, contractors and consultants/implementing partners – among others. - Liaise with the local government/ municipality if any and other relevant bodies to ensure proper coordination and adherence to local regulations during the implementation process. - Participate in testing and commissioning processes, ensuring all installed services are properly installed and functional. - Participate in conducting final inspection of services, verify compliance to the scope, propose and follow-up on corrective measures to be implemented by contractors/ implementing partners. - Perform any other duties as required.

  • This UNV assignment is part of UNDP’s programme on strengthening efforts on peacebuilding and preventing violent extremism in the East Africa region. UNDP takes a developmental approach to conflict prevention, PVE, peacebuilding, and crisis response. UNDP and the Korea International Cooperation Agency (KOICA)’s have embarked on new strategic partnership aims to strengthen peacebuilding and the Prevention of Violent Extremism (PVE) in the East African region “Building Resilience and Community Empowerment for Peace (BRACE4PEACE), focusing on Kenya, Somalia, and South Sudan. (2024-2027). The initiative is both in line with the KOICA’s efforts to operationalize the Humanitarian-Peace-Development (HDP) Nexus implementation strategy and with the existing UNDP Strategic Plan 2022-2025, UNDP’s “Crisis Offer: A Framework for Development Solutions to Crisis and Fragility (2022)”; the Governance and Peacebuilding Framework for Africa (Pillar 1: Early Warning and Prevention); the priorities under the Regional Framework for Arab States “Development as a Pathway for Conflict Prevention and Recovery (2023); and contributions to the implementation of UNDP’s Regional Programmes for Africa and the Arab States, as well as UNDP’s Strategic Offer for Africa. The primary objective of the programme is to strengthen communities’ resilience to VE and conflict, fostering an environment more conducive to sustaining peace in East Africa. The five key expected outcomes are: 1. Socio-economic resilience and livelihood capacities of at-risk youth and other vulnerable populations in target locations strengthened. 2. Community-level violent extremism early warning and response (EWER) mechanisms that also integrate climate security are enhanced. 3.   • To support in the realization of the above outcomes, a Project Officer (UNV) will be recruited to perform the following tasks: Support the programme team to ensure effective project planning and implementation. • Compile and summarize information and data for the formulation of program work plans, draft annual/quarterly budgets, proposals on implementation arrangements, and on other specific project related topics or issues. • Provide comprehensive support in all aspects of programme implementation in accordance with the project documents, annual work plans and other agreements between UNDP and responsible partners. • Ensure quality of delivery by consultants, beneficiaries, and contracted companies; and communicate findings to the supervisor. • Ensure compliance of project business processes with UNDP Project Operational Policies and Procedures (POPP) and UNDP Standard Operating Procedures (SOP). When necessary, provide guidance to project staff on business processes, administrative and other requirements and procedures. • Support mainstreaming gender equality in the project implementation, including in data collection and compilation.     NIS Foundation hereby invites prospective bidders to submit a bid for the Design, Supply, Installation, Testing, and Commissioning of 300 kW Solar PV Power Plant with 430 kWh Energy Storage Solution for National Electric Power Co-operations (NEPCO), Bursalah, Puntland, Somalia. All interested bidders are requested to submit their applications together with the below listed support documentation and other requirements for consideration:
    Licenses/Registrations: The bidder company should submit a valid license/registration certificate from the Puntland Ministry of Commerce and Puntland Tender Board.
    Tax compliance certificate: A valid tax compliance certificate from the Ministry of Finance, Puntland.

    Technical solutions within the following parameters:
    All system equipment must have a functioning lifespan of at least 20 years for PV panels and 10 years for power electronics.
    All materials and equipment must be proven to perform in extreme environments

    Full technical specifications are required for all equipment and should conform to all international standards.
    A detailed description of the proposed solution, including energy calculation (yield per
    hour plus variation over the year), Single Line Diagrams of all system components, layout of the mounting structure (ground mounted), and AC combiner board design.
    All components used in these proposals are required to be from Tier one long-term suppliers, best in their class, and providing the highest industry quality and standards.
    Inverters, power electronics, and Energy Storage Systems: All inverters, power electronics, and Energy Storage Systems must be adequately protected against overvoltage, spikes, lightning strikes, etc., and harmonics with fault ride through technology. All must conform to international
     
    standards and have relevant certificates and permits.
    Spare parts: As part of the system the bidder must include extra a minimum of spare parts, including solar modules (10), DC cables (500m), and cable connectors(50pcs).
    Follow-up and servicing of installation: This tender must include provisions for servicing and follow-up for a period of not less than two years from the PV plant’s commissioning, including the deployment of technicians and replacement of any faulty components at the contractor’s own cost.
    Previous similar work experience: Bidders shall submit only 3 main previous similar contracts as per the below table. The company should fill in the below table with details of previous relevant/similar experience for the past 3 years in the ‘’Supply, delivery and installation Solar

    Warranty: The proposed system must carry a guarantee against design and workmanship for a at least two years; all solar modules must carry a minimum performance warranty of at least 80% yield after 25 years, plus a produce warranty of at least 15 years; all inverters and energy storage system must carry a minimum 5-year warranty.
    Work plan for the activity: The bidder company shall submit a clear and detailed activity work plan and training of local technicians/ operators. The project implementation period is six (6) months, effective from the date of contract signing. Should the bidder be able to complete delivery and implementation in a shorter timeframe, it is requested to provide a detailed work plan showing procurement and delivery milestones (sourcing of items, shipment/transportation, and system installation).

  • The scope of work for the assignment includes but not limited to the following tasks:
  • In Somaliland's energy sector, women face significant barriers to equal participation in STEM education and employment due to deep-rooted socio-cultural norms that portray technical fields as male-dominated. Domestic expectations and economic hardships, especially in rural areas, limit girls’ educational and career opportunities. Gender bias in hiring and workplace culture further hinders women’s advancement. Additionally, graduates often lack practical skills, leaving them underprepared for technical roles despite their theoretical knowledge. To bridge this gap, MoEM will pilot a Skill Accelerator/ Women in energy incubator, that will be a training facility financed under SESR Project to provide hard and soft skills to women who have graduated in STEM fields to prepare them for the energy sector. The facility will also provide training to employers in the energy sector to ensure their human resource policies and work environments are conducive to helping women engineers succeed. The pilot incubator will also provide placement services to assist women with employment search as well as track the employment records of the women who received training through the incubator.
  • The expert will be tasked to evaluate existing university and TVET curricula in electricity and renewable energy, ensuring alignment with current industry skill demands. It will assess labor market trends to identify gaps and opportunities for relevant educational reforms. A key component is the establishment of women skill accelerator (incubator) with a clear governance structure, practical training programs, and industry linkages. And lastly to equip the incubator with the necessary resources and tracking systems to support graduates' transition into the workforce.

Responsibilities include leading design reviews, site supervision, progress monitoring, and attending factory and commissioning tests.     1.1      About SOS Children’s Villages
    SOS Children’s Villages is the umbrella organisation for the global federation of 136 national SOS Children’s Villages associations, working in more than 2500 programme locations worldwide. We work together with a single vision: every child belongs to a family and grows with love, respect and security. Uniquely, we provide long-term, family-like care for children who have lost parental care (alternative care service), and we work with vulnerable families and communities to help strengthen them and prevent child abandonment (family strengthening service, FS). SOS alternative care is usually organised in the form of a cluster of SOS families, where each SOS parent cares for small group of children.
    SOS Children’s Villages in Somaliland shares vision with SOS CV International and beliefs that every child belongs to a family and grows with love, respect and security. To realize this, SOS SX builds families for children in need, help them shape their own futures and share in the development of their communities.
    SOS Children’s Villages was established in Somaliland in 1999, and it started first operations in Sahil region. Currently, SOS Children’s Villages Somaliland implements programs in all regions of Somaliland ranging from childcare, child protection, youth empowerment and participation, education and humanitarian interventions. SOS Children’s Villages in Somaliland is operational in all regions of Somaliland: (Maroodi-jeeh, Togdheer, Sahil, Sanaag, Awdal and Sool), and it had a good relationship with many stakeholders, including government institutions, local authorities at national, regional and district levels, INGOs, LNGOs and local communities, as well as other CSOs who are in and out of the operational area.
    1.2      Description of programme location
    Somaliland, a self-declared autonomous region in the Horn of Africa, continues to face significant development challenges. As of 2023, approximately 54.4% of the population lives below the poverty line, with poverty rates reaching 78.4% among nomadic communities and 65.5% in rural areas1. The region's youth, comprising about 70% of the population2, experience high unemployment rates, estimated at around 65%, leading to increased vulnerability and negative coping mechanisms.
    Somaliland has endured consecutive droughts over the past five years, culminating in the most severe drought in four decades between 2020 and 2023, which affected 7.8 million people across Somalia3. These climatic shocks have devastated livelihoods, particularly among pastoralist and agro-pastoralist communities, leading to widespread displacement to urban areas.
    Children under five years old are among the most affected by these crises. As of 2024, an estimated 1.6 million children aged 6–59 months in Somalia are expected to suffer from acute malnutrition, necessitating urgent treatment. The compounded effects of malnutrition, lack of clean water, and inadequate sanitation have led to increased susceptibility to diseases among children4.
    In Somaliland, there are a significant number of socially and economically vulnerable and excluded populations. Among the most disadvantaged groups are the large numbers of OVCs, most of whom are affected economically, socially and psychologically. Generally, children in Somaliland face many challenges including lack of parental care, poverty, lack of clean water, recurrent diseases, and lack of
    protection including their basic rights to quality education, health, nutrition, participation and proper shelter.
    Given these multifaceted challenges, a comprehensive multi-cluster needs assessment across all regions of Somaliland is imperative to inform targeted humanitarian and development interventions.
    1.3      Rationale and overall objective of the needs assessment
    This multi-cluster needs assessment provides an objective analysis of the target group’s needs and present stakeholders in each NA program/interventions. For both new and ongoing programme interventions a needs assessment should be carried once per programme cycle (i.e. every 3-5 years, in line with the SOS Results Based Management Approach) in order to guide SOS staff on whether the organisation is the best placed stakeholder to respond in a certain community, and to provide up-to-date information on context and most crucial needs of the target group. The recommendations provided in the needs assessment report are essential to develop tailored services and interventions and thus are the basis to develop a programme concept.
    1.3.1      Objectives of the Multi-cluster Needs Assessment
    As the needs assessment will cover all the six regions of the country (Borama, Dila, Zaylac, Lughya, Hargeisa, Gabiley, Dara-salaam, Salaxley, Baligubadle, Sabawanaag, Berbera, Madheera, Sheikh, Burao, Oodweyne, Caynabo, Ceerigaabo, Ceel-afweyn and Gar-adag) and will focus on different clusters including Care, Education, Food Security and Livelihoods (FSL), WASH, Health, Nutrition, and Protection, it will also incorporate a strong Gender and Diversity Inclusion (GDI) lens to ensure that the specific needs and vulnerabilities of girls, boys, children with disabilities, and other marginalized groups are adequately identified and addressed. Following are the main objectives of the assessment:
    Provide information on the socioeconomic status (poverty rates, demographic data like population, # of children and youth population, livelihood sources, protection concerns, literacy levels, health issues) of the target population in target locations.
    Create a deep understanding of the magnitude and root causes of natural hazards in all study regions.
    To assess the availability, accessibility, and quality of alternative care arrangements for children—specifically Kafala, kinship care, foster care, and institutional care—to inform child protection programming and policy.
    Assess the current situation (economic, social, cultural and political) of OVCs and young people and identify their priority needs, focusing on their protection and Care.
    Analyse the current situation of families/children who are at risk of losing parental care and their priority needs.
    To assess the availability, accessibility, and quality of essential services for OVCs and their caregivers across all regions of Somaliland
    To assess the extent to which existing services and programs are inclusive and responsive to gender and diversity needs, with a focus on identifying gaps in access, participation, and outcomes for girls, boys, children with disabilities, and other marginalized OVC groups.
    To determine the prevalence and severity of acute and chronic malnutrition among children under 18, particularly OVCs, and identify gaps in nutrition services and interventions.
    Assess the protection risks faced by children, youth, women, and other vulnerable community members, as well as the availability and accessibility of existing protection services.
    To evaluate access to inclusive and quality education for OVCs, including availability of learning materials, qualified teachers, and protective learning environments.
    To assess the protection risks OVCs and face including violence, neglect, child labour, early marriage, abuse, separation from caregivers.
    To identify the current food security status and coping strategies among OVC households and determine the extent of livelihood disruptions due to climate shocks or displacement.
    To analyse the availability and functionality of safe water sources, sanitation facilities, and hygiene practices in both urban and rural communities, especially among vulnerable child-headed or guardian-less households.
    To map the availability and capacity of service providers (segregated by location and service provided) across the six sectors (health, nutrition, education, FSL, WASH, and protection) and their ability to respond to the specific needs of OVCs.
    To provide actionable recommendations for multi-sectoral programming and coordination, aimed at strengthening household resilience and coordinated social support.
    2   General information on request for proposals
    The bidders are welcome to submit their proposal for a needs assessment in the location of Maroodi-Jeeh, Awdal, Sahil, Togdher, Sanaag and Sool regions.   • Shaqodoon Organization leads the Economic Development component of the RFSA consortium, focusing on youth economic empowerment, entrepreneurship, market linkages, vocational skills training, financial inclusion and technological innovation component. As part of its commitment to sustainable development and inclusive growth, Shaqodoon seeks a dynamic and experienced Youth Economic Empowerment Lead to oversee its interventions and contribute to consortium-level leadership in this sector.
  • 2.  Purpose of the Position
  • The Youth Economic Empowerment Lead (YEEL) will lead the design, implementation, and coordination of economic empowerment strategies targeting youth within Shaqodoon’s component of the Adkeeysi Project. The role also supports the broader RFSA consortium by contributing to technical leadership, innovation, and strategic partnerships across the economic development and livelihoods sector.
  • 3.      Key Responsibilities
  • ·         Design and lead youth-focused economic empowerment programs including entrepreneurship, vocational training, and market access strategies.
  • ·         Coordinate project planning and ensure alignment with Shaqodoon’s mandate and
  • RFSA consortium objectives.
