- Main Purpose:
- · To manage the national finance and effective control of all financial matters ensuring reporting and compliance with donors and HA financial guidelines.
- · Maintain financial systems and controls to ensure the efficiency, integrity and transparency of the office and sub-office operations in accordance with HA financial guidelines, national legal requirements and internationally accepted accounting standards
- Accountabilities:
- 1- FINANCE MANAGMENT AND CONTROLS
- o Maintain financial systems and controls to ensure the efficiency, integrity and transparency of the office and sub-office operations in accordance with HA financial guidelines, national legal requirements and internationally accepted accounting standards.
- o Ensure all accounting records and supporting documentation for all financial transactions is maintained in a systematic order and in a safe and secure condition under the custody of the organisation.
- o Provide CD and HA HQ level with complete, accurate and timely financial reports, including institutional donor reports where required for all projects implemented in the country, in the required formats.
- o Maintain accurate and effective financial controls on all transactions incurred by the office and sub-offices as part of project implementation and other related costs.
- o Maintain effective control over cash and bank (ensure that cash in hand and bank reconcile with accounting records).
- o Ensure that the office and sub-office(If exist ) funds are well managed and that adequate funds are available to meet the organisation’s responsibility.
- o Provide quarterly and where required monthly or weekly financial reports to the HA finance department.
- o Assist and support the Program departement and Country Director in ensuring that field expenditures meet HA and institutional donor requirements and remain within the approved plans and budgets.
- o Assist and support the Program departement and Country Director in the preparation of budgets for project proposals and annual field office budgets.
- o Ensure the effective and efficient working of budgetary, accounting, reporting and internal control systems for the field and all sub-offices(If exist).
- o Liaise with external auditors, government departments, banks regularly.
- o Manage and undertake local internal audits of the field and sub-offices (If exist )including implemented projects
- o Produce reports as requested by HQ/International Finance on weekly, monthly and quaterly basis.
- 2- COMPLIANCE AND STANDARDS:
- o Ensure that all projects in the country use and comply with financial guidelines regarding national Health &Safety regulations pertain to HR accounts.
- o To ensure that adequate measures are in place to maintain complete assets records of the organisation.
- o To ensure that contracts liabilities accounts regarding leases and other agreements are properly created and updated on accrual bases.
- 3- CAPACITY BUIDLING
- o Identify the needs and support development of staff and partners to increase their competence in preparation of financial reports, donor financial reports in line with donor reporting requirements.
- o Provide guidance and develop the finance staff of the field office hired for projects and sub-offices i.e. to build the capacity of national staff to reconcile QuickBooks ledger entries to the Budget Versus Actual.
- o Participate in the recruitment, selection and induction of new finance.
- o Train staff and partners in budget preparation and monitoring.
- 4- NETWORKING
- o Represent HA in forums and contribute to technical interactions and discussions on the same.
- o Build and strengthen significant relationships between HA partners, INGOs, UN, institutional donors and relevant government departments.
- 5- FIELD VISITS AND OUTDOORS
- o The Finance responsible is expected to spend a minimum of 20 % of his time in the project sites , the team in the field.

- Education
- Relevant University degree in Finance or any equivalent degree
- Experience
- Minimum of 3 years of relevant experience in Finance roles, preferably within the humanitarian or INGO sector
- Computer SkillsMS Office Suite, Quick Books, MS-Dynamics
- Languages
- Strong English language speaking and writing abilities and Somali language.

- Job Objective:
- Position is responsible for better nutrition among communities through treatment of severe acute malnutrition and prevention of further deterioration of the nutrition situation through provision of therapeutic food, routine drugs, health and nutrition education and capacity building and technical support to the Woreda Health Office in the management of severe acute malnutrition.
- Task & Responsibilities
- Objective 1: Ensure effective OTP/SC Program implementation
- Activities:
- Plan and organise OTP/SC/TSFP at the Health Centres and Health Posts in liaison with the Nutrition Project Officer
- Prepare plan of action for effective OTP/SC/TSFP implementation in consultation with the Nutrition Project Officer
- Provide supportive supervision to the Health Workers (HWs) and Health Extension Workers (HEWs)/(FDAs) at the OTP/SC/TSFP sites
- Work closely with the HWs/FDAs and HEWs to ensure all children are measured correctly
- Ensure all criteria are respected and understood by the HWs and HEWs, including admission, discharge and transfer to and from the SFP/OTP.
- Ensure comprehensive health checks and treatment according to the protocols
- Review the forms completed by the HWs and HEWs to ensure completion, accuracy and coherence
- Ensure HWs/HEWs/FDAs follow and respect the national protocols
- Ensure adequate availability of all medical and food supplies and ensure stock is pre-positioned
- Work closely with SFP/OTP/SC staffs to ensure all aspects of the programme are understood and agreed and appropriate referrals take place to and from the OTP/SFP.

- Through liaison with the HWs/FDAs and HEWs, provide effective follow up of all cases: particularly tracing of children who are absent from the programme, sick children, long stay children, children not gaining weight, and children with social problems etc.

- Respond to HWs/HEWs/FDAs inquiries regarding the technical aspects of the program admission and discharge whenever necessary at the TFP sites.

Job Purpose
The MEAL and PSI Officer will perform both functions of protection and inclusion and M&E activities and oversee the area office MEAL and PSI technical support. Program team in performance and quality management, undertake MEAL related activities of project being implemented in Liben Zone and responsible for establishing and implementing appropriate monitoring, evaluation, accountability and learning systems in the program area, based on evidence of good practices and in line with Donor requirements to help ensure the successful delivery and attainment of project goals and objectives. S/he ensures that a strong MEAL system is in place so that the implementation of the project is of high quality and accountable to beneficiaries, partners and donors. S/he further works towards achieving “Leave no one behind” and “Do no harm” agendas, to be integrated into Emergency IDP response programs in Liben Zone, ensures commitments towards Core Humanitarian Standards and inclusion marker. The candidate must have the ability to build strong partnerships with key stakeholders to meet objectives and implementing IRE ‘s protection, inclusion and safeguarding interventions.
Key working Relationship
- Work Closely with Project Coordinator, PDQA team and another program team.
- Attend relevant Zonal, woreda & community meetings as required and provide feedback if relevant.
- Work closely with other focal points (Safeguarding -PSEA, accountability, and gender and child protection focal points).
- Follow issues, communications and enquiries coming from CO technical staff (PDQA manager, Senior PDQA Officer, PSI Coordinator and MEAL coordinator) to ensure mainstreaming of inclusion and protection into IRE Libenarea Office.
- Work closely with CO PDQA department and follow CHS commitments and accountability components are addressed in IR.
- Work with key stakeholders within Liben zone to build their capacity on safeguarding, protection and inclusion, which includes child protection, prevention of GBV, inclusion of all ages and abilities and accountable systems.
Key Responsibilities
MEAL Functions:
- Together with the program team adopt sector specific M&E data management tools and provide training on the tools for project staffs and woreda experts.
- Collect good quality monitoring data in a timely manner and organize data received for reporting to the relevant project lead at field level and MEAL coordinator at Country Office level.
- Participate in joint field monitoring, quality assessment and data validation, and provide feedback and recommendations for timely improvement.
- Support local communities, partners and staff on the program M&E framework, data management, and data analysis and results‐oriented programming, monitoring and evaluation methods and principles and reporting systems.
- Lead on monitoring and improving the synergy and integration of sectors to enhance delivery of outstanding results for the communities.
- Ensure that vulnerable community members are actively participating in all Project and MEAL activities.
- Participate in all other aspects of MEAL, for example surveys, baselines, evaluations, joint projects monitoring and reviews / lessons learning workshops/events.
- Together with CRM focal person assigned, we undertake accountability activities, including the development and use of information sharing materials and the establishment of complaint response mechanisms.
- Promote learning in the project, particularly on issues of program quality. Regularly analyze data and produce reports and case studies; ensure new analysis and information is available
Protection, Safeguarding & Inclusion Functions:
- Support and ensure protection, safeguarding and inclusion is mainstreamed in all Liben area project activities implementation.
- Implement protection, safeguarding, inclusion and accountability activities planned in the project
- Identify training needs and build the capacity of IRE Liben area office staff on protection, safeguarding, inclusion and CHS accountability components.
- Ensure that activities and programmes are designed and adapted to consider groups vulnerable because of their age and gender.
- Strengthen safeguarding: prevent risks of abuse and harm directly or indirectly created by IRE’s presence and coordinate the response to safeguarding cases.
- Ensure collection of lessons learned from ongoing project (in coordination with the MEAL Team) and promote learning from relevant best practices internally and externally.
- Provide continuous support on protection, safeguarding and inclusion activities, follow up and technical guidance during implementation phase, document progress /changes through regular monitoring visits.
- In accordance with IRE’s policies support orientation on complaints and feedback mechanism (accountability to affected populations), safeguarding, protection and inclusion ensure their implementation across all protection activities in all IR implementation locations
- Participating, influence external platforms on protection, safeguarding, inclusiveness and networking with them to find areas of collaboration, best practice, innovation, knowledge sharing and partnerships.
- With the support of PSI Coordinator, I advocate for safeguarding, child protection, PSEA and GBV issues in Liben field office and through coordination mechanisms.
- Prepare and submit regular relevant sections of reports required for field office, country office, donors, management, on weekly/monthly, annual basis.
- Support project program team on donor reports through review of performance/progress assessments against pre-defined project objectives, outputs, activities and indicators. And ensure data collection mechanisms are in place and disaggregated by SADDD.
- Demonstrate ethical and professional practice including respect for participant confidentiality and point of view, IRE’s Safeguarding Policies (Child Protection, PSEA, Code of conduct and other policies).

Skills and qualifications
Personal Specification
Formal Education/Qualification
- University degree in one of the relevant areas- Sociology, Development Economics, International Law, Behavioral Science, Gender and development studies, Human Rights, Economics or other related Social Science
Work Experience
- Bachelor’s degree with a minimum of 5 years of relevant experience or master’s degree with 2 years of relevant professional work experience in monitoring and evaluation, Protection, Safeguarding and Inclusion in NGO setting
- Training/experience in emergency response management highly desirable and one-year’ experience in issues related with inclusivity, protection and/or child protection, Gender, GBV and Monitoring and evaluation. Working in emergency or conflict situations in developing countries is an asset.
Skills and Competences
- Proven skills in project planning, design, implementation, M&E.
- Proficiency in data analysis software (SPSS, STATA, Kobotools, Excel…) and data visualization tools.

Senior Nutrition Officer will also lead the planning, implementation and coordination CMAM and IYCF Responses.
It is envisioned that this will first be achieved through a hands-on approach that will require outstanding skills in planning and facilitation of training workshops, coaching and mentoring, and an ability to influence and facilitate change through high level interpersonal and communication skills.
Key Responsibilities
Participates in the projects detailed implementation plans (DIP), at the start-up and reviews, to ensure nutrition responsive project planningLead the planning, implementation and coordination key nutrition messaging for pregnant and lactating women (PLW) and to equitably reach a critical mass PLWs.Lead and coordinate the CMAM + IYCF capacity building supports for the staff on Nutrition components of the project.
Participate in the development and facilitation of CMAM + IYCF training for partner and staff development on nutrition specific initiatives.
Counseling and sensitization activities on malnutrition preventionEnsure the compilation of attendance lists and project documentation when required.
Support monitoring activities by providing the supervisor with data and updated information from the field.
Works with the relevant government structures to facilitate nutrition-related activities and monitoring in the operational areasField visits and provision of nutritional and technical support to project beneficiaries.
Documents and shares lessons/results of nutrition work and strategies within CMAM + IYCF ResponseEnhance the awareness and knowledge of traditional leaders/influential on women empowerment.
Support development facilitators to promote Basic nutrition education.Perform other duties assigned by the Field supervisor

Key Responsibilities

Ensure proper follow-up and referral for non-admitted cases with clear communication to caregivers.
Actively follow up on absentees, long-stay cases, underperforming children, and those with social issues.
Provide on-the-job training to frontline health staff on key health and education messages.
Support technical inquiries at TSFP sites and offer assistance to Woreda Health Office staff as needed.
Assist in compiling statistical data from health facilities.
Establish and maintain collaborative relationships with local authorities and community leaders.
Engage with various community groups and facilitate periodic meetings.

TERMS OF REFERENCE (TOR) FOR AUDIT SERVICES
CARE International in SOMALIA/SOMALILAND is a development and humanitarian organization with a goal to reduce poverty at the household level and provide relief in emergencies. We have worked with communities in Somaliland, Puntland & South Central, meeting relief needs and phasing in long-term projects.
CARE tackles underlying causes of poverty so that people can become self-sufficient. CARE also delivers emergency aid to survivors of war and natural disasters, and helps people rebuild their lives,
1.2 Accounting and Financial Management Information
CARE Somalia/Somaliland processes are guided by Policies and Procedures contained in the CARE Operations Manual and the Finance Manual. The Operations Manuals documents policies on the following:
- Finance

- Asset Management

- Per Diem and Lodging

- Sub Grants
CARE Somalia/Somaliland uses a financial management system known as People Soft. The system accommodates transacting in both foreign Currency and Base Currency which is US Dollars. Donor Funds received are coded to the relevant Fund code and expenses incurred are also charged to the relevant fund code hence allowing for expense tracking, monitoring and reporting.
Procurement requests are raised by requestors across the organization regardless of their location. However, procurement and financial transactions processing are done in three hubs namely Hargeisa, Garowe and Mogadishu.
ACCOUNTING STANDARDS
CARE INTERNATIONAL SOMALIA/SOMALILAND follows USA GAAP. Further, it follows the accounting guidelines as set out in the CARE Financial Manual and implements projects in conformity with Donor Standards and Regulations.
CARE Somalia operations are transacted at the three hubs and each hub retains the documents in respect to transactions generated in their area. In addition, all the documents are scanned and sent to the cloud. The auditor will be expected to specify the sample transactions required prior to the commencement of the audit to facilitate remittance of the support documents from the sub office.
The Auditors will have full and complete access at any time to all records and documents (including books of accounts, legal agreements, Program Grant Agreements and Budgets, minutes of committee meetings, bank records, invoices and contracts) and employees. The Auditor will also have the right to access information on banks, consultants, contractors, partners and other persons or firms engaged by CARE.
4. AUDIT SCOPE 4. 1 Scope of Work
The audit will examine the Balance Sheet records for CARE SOMALIA/SOMALILAND. The statements will be extracted from the financial system for the audit period from 1st July 2024 to 30th June 2026.
Specifically, the Audit will include but not limited to:
- Audit CARE Somalia/Somaliland Balance Sheet Report, Statement of Income and Expenditure covering the period 1st July 2024 to 30th June 2026.
- The audit will be carried out in accordance with the International Standards on Auditing.
- Obtain sufficient audit evidence to substantiate in all material respects the accuracy of the information contained in the financial statements.
- obtain an understanding of internal controls and perform tests of internal controls
- Perform procedures to determine whether CARE has complied with laws, rules and regulations
- Issue an independent Auditor’s Report that states but not limited to the following:
i. An Opinion (or disclaimer of opinion) as to whether the Financial Statements present fairly in all material respects in conformity with the Generally Accepted Accounting Principles
ii. A report on internal controls which shall describe the scope of testing of internal controls and the results of the tests.
iii. A schedule of findings and questioned costs that includes a summary of the auditor’s results.
4.2 The Audit Report 4.2.1 Contents of Audit Report
The Auditor should issue Audit Reports for CARE Somalia/Somaliland which will include but are not limited to the following:
- The Accounting Standards that have been applied and indicate the effect of any deviations from those standards
- The period covered by the Audit Opinion
- Income and Expenditure Statement
- Audit opinion stating whether the Income & Expenditure Statement and supporting schedules present fairly in all material aspects that the funds were utilized for the purposes intended.
- Audited financial statements in USD currency
4.2.2 Submission Date of the Audit Report
The audit is scheduled to begin on 30th September 2025 covering the financial period 1st July 2024 to 30th June 2025. The Draft Audit Reports should be submitted by 3rdst November 2025 while the Signed Audit Reports should be submitted by 10th November 2025.
The Auditor will submit a separate Management Letter at the completion of the audit. The Management Letter shall include but not limited to the following:
- An assessment of the Internal Control System with equal emphasis on the general effectiveness of the Internal Control System in protecting the assets and resources of the organization
- A description of any specific Internal Control weaknesses noted, the audit procedures followed to address or compensate for the weaknesses, risk exposure and recommendations to resolve/eliminate the internal control weaknesses noted should also be included.

The Federal Government of Somalia, through the Ministry of Education, Culture, and Higher Education (MOECHE), has secured funding from the Global Partnership for Education (GPE) under the Girls’ Education Accelerator (GEA) grant. CARE International is the Grant Agent for this initiative. The GEA grant is a three-year program aimed at enhancing equitable access to quality and inclusive education in both rural and urban areas, focusing on gender and social inclusion barriers. The GEA program is aligned with the government’s reform priorities outlined in the 2023 Partnership Compact and the Education Sector Strategic Plan (2022-2026). The program’s key objective is to increase enrolment and retention of vulnerable girls in schools by constructing new educational facilities and addressing supply and demand barriers in education.
In line with Outcome 1 of the GEA program, the project seeks to construct 20 new schools in underserved areas with a high concentration of out-of-school girls and limited or no existing education services. These schools will contribute to enrolling and retaining an additional 15,600 vulnerable girls in the education system. To achieve this, the Ministry of Education, Culture and Higher Education is inviting interested and qualified bidders to submit their bid documents to participate in the tendering process for the construction of 20 Girls schools across All States.
Therefore, the Ministry of Education, Culture and Higher Education (MoECHE) invites sealed bids from eligible and qualified contractors for the provision of construction services for the Galmudug Girls Schools in Adado Galkayo and Guriel, Somalia. The scope of work is detailed in the Bill of Quantities and designs annexed to this solicitation document.
The tender is open to eligible suppliers who are registered and operational in both the Federal Government of Somalia and Galmudug State.

Job description
This position is located in UNDSS Integrated Security Workforce, Mogadishu Somalia. The Field Security Assistant reports to the Deputy Chief Security Officer for Administration through Chief Security Special Investigation Unit.
Within delegated authority, the Field Security Assistant will be responsible for the following duties: 1. Provides general administrative support services in order to assist the Security Officers fulfill their duties vis-a-vis staff members and their dependents. 2. Assists with data consolidation and dissemination of relevant security information required for the analysis of the security situation by the Chief Security Officer (CSO), Deputy Chief Security Officer (DCSO) and Security Officers. 3. Assists the Security Officers in the Security Operations Branch with the preparation of any security related documents including Security Plans, MORSS, MOSS, regular reports and any other reports related to the security section activities as well as providing the Operations Branch units with administrative assistance. 4. Drafts correspondence and maintains records for the Security Training Courses delivered to security and field mission's personnel. 5. Provides support during the implementation of the Security Plan under the directions of the Chief Security Officer. 6. Assists in reviewing the logistics requirements and other related actions required for the preparation of training courses, drills and other security exercises. 7. Monitors and facilitates the implementation of security policies and procedures in close coordination with the security operation unit's supervisors and others. 8. Provides support in organizing and conducting security awareness and preparedness activities, and provides security orientation to newly assigned staff members, as well as conducting security briefings, as required. 9. Assists with the preparation of the Induction Training courses, related presentations and documents. 10. Supports the investigation of accidents involving UN vehicles and prepares report of findings. 11. Supports the investigation of security-related incidents involving UN staff members, project personnel or eligible dependent. 12. When and if required, prepares security presentations for the CSO and the Security Officers in other units.

A minimum of three (3) years of relevant experience in Security or related areas such as Police and Military experience is required. The minimum years of relevant experience is reduced to one (1) for candidates who possess a first-level university degree or higher. Experience in investigations is desirable.
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Somali (both oral and written) is required.
Evaluation of qualified candidates for this position may include an assessment exercise which may be followed by competency-based interview.

1. Bacground

The Project Development Objective (PDO) for Somalia Food Systems Resilience Program (FSRP) will be 'to increase preparedness against food insecurity and improve the resilience of food systems in targeted project areas of Somalia. Progress toward the PDO will be measured using five PDO indicators and intermediate indicators. All relevant indicators will be disaggregated by gender (men and women) and age (youth and adult). The five indicators are.
The Government of Somalia is establishing a core multi-sectoral state Project Coordination Unit (SPCU) supervised by the Ministry of Agriculture and Irrigation. The role of the SPCU is to support the management, coordination, implementation and monitoring, and evaluation of project activities. The SPCU will be staffed with the following positions: - State Project Coordinator, Finance Management Specialist, Procurement Specialist, Project Internal Auditor, Safeguards Specialists, M&E Specialist, and other technical Agricultural and Livestock specialists.
2. Scope of Work and Responsibilities
Reporting to both director General of the MOLFR state Project Coordinator (SPC), the state Rangeland Management Specialist will be responsible for designing, implementing, and monitoring sustainable rangeland management strategies that enhance pasture productivity, restore degraded ecosystems, and ensure long-term resilience for pastoralist communities.
More generally, the State Range Management Specialist (SRMS) will ensure that Rangeland management and impacts are monitored and mitigated and that Rangeland management major rangeland-related challenges are implemented on time.

Selection Criteria
This senior management position requires a results-oriented professional committed to community-driven approaches for empowering communities and producer organizations through range management and advisory services to realize their development goals. The eligible candidate should be a good team player with the following qualifications: -
· Minimum Bachelor Degree in rangeland management, Forestry, or any equivalent education background. or any other related agricultural or social sciences from a recognized university.
· 5 years of hands-on experience in community-driven development (CDD) of livestock and rural development projects in Somalia or other similar countries.
· Knowledge of climate-smart agricultural practices and their application to rangeland management
· Having worked in livestock/agriculture-related farmer organizations in World Bank-funded programs will be an added advantage.
· Technical experience in designing and implementing pasture preservation, production, and reseeding technologies.
· Practical experience regarding rehabilitation of degraded rangelands.
· Strong project management skills, including the ability to plan, implement, and evaluate rangeland management interventions
· Very good knowledge of innovative rainwater harvesting techniques, groundwater management, etc
· Technical and analytical skills for various rangeland management intervention
· Knowledge of local and regional rangeland ecosystems, including plant species identification and ecological processes specific to Somalia or similar arid/semi-arid environments
· Good understanding of national agricultural policies, strategies, and regulatory framework for Somalia's various inputs and commodities.
· Proven capacity for relevant intellectual and operational leadership in development work, particularly for community-based development.
· Membership in a relevant professional body is an added advantage.

The Project Development Objective (PDO) for Somalia Food Systems Resilience Program (FSRP) will be 'to increase preparedness against food insecurity and improve the resilience of food systems in targeted project areas of Somalia. Progress toward the PDO will be measured using five PDO indicators and intermediate indicators. All relevant indicators will be disaggregated by gender (men and women) and age (youth and adult). The five indicators are.
At federal level, the Quality Enhancement and Implementation Support Team, has developed a web-based Management Information System (MIS) to enable real-time data loading and monitoring. These data must be updated to help management make informed decisions and know how the project is progressing on financial utilization and development objectives.
2. Scope of Work and Responsibility
The Livestock Specialist will be a full-time contracted staff member assigned to the Ministry of Livestock, Forest, and Range (MOLFR) of Galmudug State. Reporting to the Director General of MOLFR and the State Project Coordinator (SPC), the livestock specialist will provide technical expertise, policy guidance, and capacity-building support to enhance livestock productivity, health, and value chains.
Key responsibilities of the Livestock Specialist include conducting livestock health assessments, feed availability, and breeding practices; developing and implementing disease prevention and control strategies, including vaccination campaigns; and ensuring the timely monitoring and mitigation of livestock diseases and their impacts.
The specialist will also lead efforts to enhance climate-smart livestock management through the promotion of drought-resistant fodder production, improved rangeland management, and breed diversification.
In addition, the specialist will provide training to veterinarians, community animal health workers (CAHWs), extension officers, and pastoralists on disease recognition, feed storage, and herd management. A strong emphasis will be placed on gender-sensitive approaches that recognize and support women’s roles in livestock management and decision-making. The specialist will also facilitate value chain development, including improving market linkages, strengthening processing facilities, and ensuring export certification compliance.
The specialist will work closely with community leaders, pastoralist groups, and stakeholders to ensure gender-sensitive and culturally appropriate interventions.
Skills and qualifications
1. Selection Criteria
· Minimum Bachelor degree in Veterinary medicine, animal production, animal science, or a relevant field.
· A master’s degree in a relevant field is an added advantage.
· Minimum of 5 years of experience in animal health, feed/fodder production management, and experience working with pastoral and Agro-pastoral communities.
· Experience working with livestock-based livelihoods in Somalia, preferably in Galmudug State.
· Experience working with MoLFR is preferred.
· Demonstrated experience in capacity building, including training pastoralists and farmers in improved livestock practices.
· Experience in project implementation within donor-funded programs, preferably World Bank-funded projects.
· Strong knowledge of livestock production systems, disease surveillance, and veterinary service delivery.
· Familiarity with climate-smart livestock practices and drought resilience strategies.
· Ability to assess livestock market dynamics and promote value chain development.
· Experience in rangeland management and sustainable fodder production.
· Expertise in livestock value chain development, including improving market linkages and strengthening processing facilities
· Experience in engaging with pastoral communities, cooperatives, and local associations.
· Experience in conducting livestock health assessments, evaluating feed availability, and improving breeding practices
· Strong report-writing and documentation skills, including the ability to draft technical reports, guidelines, and policy briefs.
· Ability to work effectively with diverse stakeholders, including government officials, community leaders, and international organizations
· Willingness to travel to remote rural areas and conduct field assessments.
· Understanding of pastoral and agro-pastoral production systems specific to Somalia and the Horn of Africa region
· Strong analytical and problem-solving skills to address livestock-related challenges.
· Fluency in English and Somali (both written and spoken) is required.
2. Reporting
The Livestock Specialist will report directly to the Director General of the Ministry of Livestock, Forest, and Range (MOLFR) of Galmudug State and the State Project Coordinator (SPC). The Livestock Specialist will be responsible for providing regular updates on livestock-related project activities, progress, challenges, and technical recommendations related to livestock management and development. Reporting will include monthly progress reports, technical field reports, and immediate updates on any critical issues affecting project implementation.
Timing Duration of Assignment: The duration of this assignment is 12 months, with the possibility of renewal based on the consultant’s performance and the availability of funding.
