Scope of Work
Nutrition Officer will support implementing quality Maternal and Child Health and Nutrition (MCHN) and TSFP activities at the health facilities in targeted locations in the Galmudug State of Somalia. The Nutrition Officer will work with CISP field offices and the field health team to ensure treatment and prevention of malnutrition among children from 6 to 59 months and pregnant and lactating women in respect to the donor standards and the increase of attendance for TSFP and MNCH services.
Role and Responsibilities
• Ensure that the nutrition projects are implemented according to national IMAM guidelines, and program objectives
• Prepare and manage project work plan to ensure that all activities and nutrition teams are well supported
• Maintain an adequate supply of Nutrition supplies and medicines by coordinating with WFP to ensure nutrition supplies are delivered in a timely manner and distributed through SCOPE.
• Identify staff capacity gaps and source for appropriate facilitators to train and mentors staff for performance
• Conduct regular support supervisory visits to projects to ensure the quality of nutrition activities and support identification and documentation of quality success stories
• Participate in rapid assessments to provide an overview of the situation on the ground in order to estimate the immediate needs of the population within the area of operations and select the most appropriate intervention strategy
• Prepare internal and external reports within agreed deadlines using CISP and donor formats, as required; including the cluster weekly updates and monthly reports
• Maintain effective working relationships with Galmudug MoH Nutrition department, CISP Health & Nutrition team, and other IPs
• Participate in Nutrition cluster meetings at the state level.
• Check the coherence between the stock report and the attendance of MCHN / TSFP beneficiaries.
Others:

Skills and qualifications
Educational:
Advanced degree in public health, nutrition, medicine, nursing, or other related fields.
Professional Requirements:

• Health professional with public health, Nursing, and nutrition experience background (experience in implementation of community-based health care and management of acute malnutrition).

• Ability to assess evolving nutrition needs quickly and calmly while under pressure.

2. Desirable
• At least 5 years previous working experience with a humanitarian aid organization preferably INGO.
• Previous experience with WFP funded projects, reporting requirements, and procedures preferably in Galmudug State are added advantage.

SCOPE OF WORK:
Under the direct supervision of the Senior Health and Nutrition officer , the HMIIS Officer will be responsible for collecting statistical data from the Operational health facilities of CISP in Galgadud region and generating weekly, monthly, quarterly and as needed statistical reports for program follow up and monitoring purposes. KEY RESPONSIBILITIES
• Overall responsible for the compilation, interpreting and reporting of health and nutrition data and health information system from all CISP supporting health facilities in Galgaduud region
• Ensure that all data related to indicators for all respective health and nutrition program grants is configured appropriately into COMET/DHIS2/ONA/MODA/ Parnerconnect systems.
• Ensure that all CISP supported health care facilities have required data collection and reporting tools and that they are being used as required.
• Assist Health Managers, medical officer, and Nutrition officer in preparing monthly and quarterly reports on project progress based on Health Data base reports on project activities.
• Continuous and frequent close monitoring/supervision of all levels of data collection from entry, filling, compiling, summarizing, and giving feed back to Health field team.
• Support and Monitor Data clerks based at the field levels to ensure that weekly/monthly data entry is effectively and correctly entered into systems
• Undertake training and follow-up mentoring to health facility staff to ensure the quality of data collection procedures in all the health facilities
• Provide refresher trainings to Data clerks, and health staff on COMET/DHIS2/ONA/MODA systems, and data management
• Conduct data validity and accuracy audits to ensure the quality of the data in the system
• Ensure highly quality and integrity of data by conducting weekly/monthly review of registers and forms from, and ensure the accuracy and consistency of data in the health facilities and outreach teams registers
• Review records for completeness, accuracy and compliance with regulations and safeguard the data for control quality improvement efforts
• Attend HIMS meetings and provide feedback to the staff to improve the data quality
• With the support of the Senior Health and Nutrition Officer, organize quarterly data review meetings to monitor the program performance.
• Generate weekly, monthly, quarterly and annual reports to monitor the program performance
• Participating in the development of tools and guidelines for data collection, collation and reporting; managing a project level data compilation for donor and country office reporting specifically indicator performance tracking for individual projects; systemically checking this data for quality, accuracy, and consistency, and providing feedback as necessary.
• Maintaining a tracking spreadsheet for M&E activities and events — baselines, assessments, reviews, evaluations — tracking trends and recommendations, progressing their implementation where appropriate
• Conduct regular visits to all the CISP supported health facilities to identify gaps in timeliness and quality of data reporting and work with relevant staff to address the gaps.
• Regularly review facility registers across all service units with program staff and provide appropriate feedback on how this correlates with information/data generated.
• Participate in quality of intervention monitoring together with stake holders while ensuring availability of data for assessing program quality.
• Cary out any other activities deemed appropriately by the supervisor
Skills and qualifications
• Bachelor’s degree in computer science or equivalent with at least 5 years of relevant experience in a similar role
• At least 3 years’ experience in health data collection/ management and all statistic forms
• Skills in DHIS, HMIS and data management.
• Data analysis and report writing skills
• Health information system knowledge and skills
• Experience in conducting qualitative and quantitative surveys
• Computer literacy with working knowledge of Microsoft Office (Excel), MIS, HIS, SPSS
• Ability to rapidly analyze and integrate diverse information from varied sources;

Job Purpose:

Main duties & Responsibilities:
Security
• Act as CISP security focal point and disseminate security information to all staff in CISP office in Baidoa (and other CISP office in the region as needed) on daily basis.
• Facilitate Security briefings in the office and ensure information is disseminated to all staff, as required while keeping the Country Administrator in the loop.
• Assist Country Administrator, as required, in developing strategies to continue work in times of heightened security.
• Ensure that all necessary measures are taken to provide CISP employees with a staff working environment as detailed in existing guidelines, including responsibility of self-safety. Procedures of acceptance of visitor and vehicles to CISP premises. Receiving of external email etc.
• Facilitate any incident reporting requirements as required.
• Maintain a filing system and ensure the administration team have access to files and completed forms.
• To represent CISP, as advised by supervisor, maintain the security bulletin board in the office and share information with Country Administrator and;
Procurement and Supply Management
• Assist in procurement according to CISP Policies and Guidelines.
• Negotiate and secure best value and service benefit deals on all local procurement and supply requests based on CISP Procurement Procedures.
• Track procurements including cargo movements and monitoring of supply “pipeline” to ensure more timely deliveries.
• Organize and assist supplies and goods deliveries, and certify the receipt of the items in good condition.
• Assist in implement systems to monitor project and office supplies (through good stock management);
and implement required extra security measures for storage of sensitive supplies.
• Assist in coordination, with the supervision of the Country Administrator, all logistics activities: inventory, quotations, purchases, maintenance of equipment & premises, etc.
• Continuously inform Programme staff of the progress & constraints in the procurement process and develop solutions in consultation with the Country Administrator.
• Assist and inform CISP on an efficient and updated list of Credible Suppliers based in Bay Region for different categories of supplies, goods and works including management and coordination of CISP relationship with the suppliers.
• Ensure all procurements are fully and accurately documented for easy tracing of records. In addition; maintain an accurate inventory of all project assets and label assets accordingly.
Asset Management
• Ensure the smooth functioning of the office and -repairs, maintenance and improvement of the set up (electricity, water, internet, office structures, equipment maintenance, compound etc.).
• Ensure the maintenance of the vehicle scheduling system including daily movement on white board, monthly event calendar, trip authorization, etc.
• Ensure effective use of vehicle logs, fuel logs, generator logs and the safe and efficient operation of related equipment.
Logistics
• Provide required logistical support for programme staff and maintain good working relationship with all programme management and field staff to ensure that procurement needs of the programme are being met in timely and quality manner including assistance with budgeting.
• Follow up all stock transfers and ensure proper storage procedures and standards are in place;
• Ensure all equipment are safely kept and properly used, and working all the times;
• Carry out procurements and purchases as required, following CISP Procurement Procedures and the standards indicated in the guidelines provided;
• Monitors and negotiates contracts: rent of vehicles, accommodation, premises, etc.
• Coordinate with the supervision of the Country Administrator, all logistics activities: inventory, quotations, purchases, maintenance of equipment & premises, etc.;

• Ensure financial/accounting activity is carried out in accordance with CISP’s accounting policies;
• Review and share financial transactions for CISP field operations based in the region as appropriate;
• Ensure safety of financial resources at Field level;
• Maintain accuracy in financial records;
• Execute payments which have received proper authorization;
• Maintain close and cooperative working relationships with other field Base and Mogadishu staff;
• Ensure all the official documents related to the project are fully matching the standards required, and follow
the standard formats prepared; this might also involve the check of documents coming from other locations other than the main office;
• Dispatch high quality financial documents to Mogadishu on a regular basis. Documents should be sent in different envelopes, 1 envelope per each project addressed to Country Admin/Program Manager. Each envelope should contain proper documentation of the expenditures related to the project and the signed checklist in the format provided;
• Complete and send by e-mail to the Country Admin, the Program Manager and the accountant based in Mogadishu, the updated Prima Nota per each project on a regular basis and whenever requested, using the format provided and with indication of committed expenditures;
• Provide required monthly financial reports by specified deadlines to the Program Managers;
• Identify areas for financial and administrative improvement and work to implement feasible improvements;
Skills and qualifications
Minimum Qualifications:
• CPA II, ACCA Applied skills level, Bachelors of Commerce Degree.
• At least 5 years’ experience in the field of administration, finance and grants compliance in NGO / INGO sector.
• Proficiency in Microsoft applications particularly in MS Excel, Ms Word, literacy and numeracy.
• Previous experience with ERPs will be an added advantage.

Youth Climate Innovation & Renewable Energy Acceleration Program
A Joint Initiative of MoLSAF and Save the Children Somaliland
1. Background
Climate change poses significant challenges to Somaliland, especially for youth who face limited opportunities to engage in climate action despite their innovative potential. To address this, the Ministry of Labour, Social Affairs, and Family (MoLSAF) and Save the Children Somaliland are partnering to launch an initiative focused on mobilizing and supporting youth-led climate solutions. The focus will be on renewable energy and climate technology, equipping young entrepreneurs with the funding, mentorship, and platforms needed to develop scalable, impactful social enterprises.
2. Objective
The primary objective of this initiative is to mobilize and support youth-led solutions for climate adaptation and mitigation, emphasizing innovation in climate technology and renewable energy. Additionally, the program aims to build the capacity of youth leaders to:
Influence national and global climate policy,
Develop sustainable social enterprises,
Advocate for systemic and social change.
3. Key Components
A. Seed Funding and Mentorship
Provide a total of up to $15,000 in seed funding, equitably distributed among selected initiatives based on need, scalability, and impact. Each group will consist 5 members,

Deliver a 12-week tailored mentorship program to support the operationalization and scaling of selected enterprises.
Facilitate access to climate platforms for visibility and investor networking.
B. Visibility and Networking
Showcase innovations at prominent platforms such as COP29, regional African climate summits, and the UN Youth Climate Summit.
Leverage traditional and digital media (TV, radio, social media, youth campaigns) to amplify visibility and advocacy for youth innovations.
4. Eligibility Criteria
Applications are invited from:
Youth-led organizations or individuals aged 18–35.
Business entities (start-up or growth stage) with a social purpose, legally registered in Somaliland.
Proposed solutions must:
§ Focus on climate technology or renewable energy solutions
§ Demonstrate community impact through increased accessibility of renewable energy.
§ Have products/services already present in the Somaliland market.
§ Show potential for social impact, sustainability, and scale.

A. GENERAL
SECTION I
INSTRUCTIONS TO BIDDERS
1. Scope of Bid
1.1 HA-Somalia invites bids for the provision of Qurbani shares for beneficiaries in Benadir, Baidoa and Beledweyne-Somalia. The material/goods are specified in greater details in the Sub Section of the Bid Documents.
1.2 The successful Bidder is expected to complete the supply by the Intended Completion date which is given in the section II, effective from the signing of Contract.
2. Eligible Bidders
2.1 This Invitation for Bids is open to companies with experience in providing Qurbani projects as per the Islamic faith and operating in Somalia.
2.2 Bidders shall not be under a declaration of ineligibility for corrupt, fraudulent and coercive practices issued by HA-Somalia.
2.3 Bidders shall not be involved in criminal acts/activities or associated with individuals and/or entities associated with criminal activities.
3. Corrupt, Fraudulent, Collusive and Coercive Practices
3.1 HA-Somalia requires that all; HA-Somalia staff, bidders, suppliers or distributors, observe the highest standard of ethics during procurement and execution of all contracts. HA- Somalia shall reject any Bids put forward by Bidders or where applicable terminate their contract, if it is determined that they have engaged in corrupt, fraudulent, collusive or coercive practices.
4. The Selection Criteria for Qurbani Distribution
4.1 Bidders should ensure that the livestock to be supplied is in line with the Islamic Sharia criteria governing the selection of animals for Qurbani Purposes.
4.2 The minimum age of the mentioned livestock should be no less than two years for the cow (enough for seven people’s Qurbani).
4.3 All animals sought for the Qurbani project must be free from any apparent defects that would make them unfit for human consumption. Such defects include:
They must not be blind one or both eye, have lost a third (or more) of their sight
They cannot be miss missing a third (or more) of their ear or tail, either through loss or since birth
Their horn(s) cannot be broken off from their root
They must not have a lame leg that is sufficiently weak that they are unable to walk on it.
They cannot be excessively thin or lean
They must be able to walk themselves to the site of the slaughter
B. THE BIDDING DOCUMENTS
4.4 There is no preference between male or female Qurbani animals. It is preferable that male Qurbani animals are castrated, but this is not compulsory
4.5 All animals sought for the Qurbani Project should be humanely transported from the market place to the slaughterhouse and should be humanely slaughtered.
4.6 All meat yielded from the carcasses of slaughtered animals should be hygienically handled, packed, maintained and distributed to beneficiaries.
4.7 The net kg of meat cow should be 120 Kg. The supplier should weight the selected animal not less than 110 kg.
4.8 Slaughter of animals should be done in an abattoir, slaughterhouse or acceptable clean place as agreed with HA Somalia management and authorities of specific locations.
4.9 Bidders should ensure that the items are in line with the specification and descriptions mentioned below in section III.
4.10 Bidders should ensure that the items to be supplied are in line with the items quality, right time and in right location.
4.11 Bidders should submit their application one drive or compress zipped.
4.12 Good packing of Qurbani Meat Distribution.
4.13 The number of animals might increase. So the supplier will be ready to provide additional animals.
4.14 Human Appeal can’t buy any animal only after approval from the technical committee (Vet doctor, butcher and respective of Ministry of Endowments & religious affairs).
4.15 According to the laws set by the Federal Government of Somalia's Ministry of Finance, Human Appeal will not proceed any payment until the supplier provides proof of a 5% sales tax payment—this includes a general receipt, a sales tax invoice, and a tax compliance certificate for the transaction.
1. Content of Bidding Documents
The material / goods required, bidding procedures, and contract terms are prescribed in the bidding documents. In addition to the Invitation for Bids, the bidding documents include:
a) Bid Application with detailed specification and Instructions to Bidders (ITB)
b) Company profile with detailed physically verifiable contact address
c) Evidence of past experiences in a similar work with International and Local NGOs with proof of
evidences (i.e. references; legal registration certificates, recommendations letters from previous and/or current clients, POs, contracts, and etc.).
d) Registration certificates from the target regions of operation (Banadir administration, South west state and Hirshaballe state).
e) Commercial certificate from the ministry of Trade and chamber
f) Valid Tax Compliance Certificate/Letter
g) Valid CID clearance
h) Bank statement covering the period at least two Years (2023-2025).
i) Passport of Company Director.
C. PREPARATION OF BIDS
The Bidder is expected to examine all instructions, forms, terms, and specifications in the bidding documents. Failure to finish all information required in the bidding documents or to submit a bid not substantially responsive to the bidding documents may result in the rejection of its bid.
2. Clarification of Bidding Documents
A prospective Bidder requiring any clarification of the bidding documents may notify through the telephone number: 0610884438. This office number will available from 8:00am to 4:00pm on only
working days (Sunday to Thursday).
3. Amendment to Bidding Documents
a. At any time prior to the deadline for submission of bids, HA-Somalia, for any reason, whether at its own initiative or in response to a clarification requested by a prospective Bidder, may modify the bidding documents by amendment.
b. All prospective bidders that have received the bidding documents will be notified of the amendment in writing and will be binding on them.
c. In order to allow prospective bidders reasonable time in which to take the amendment into account in preparing their bids, HA-Somalia, at its discretion, may extend the deadline for the submission of bids (if required).
1. Cost of Bidding
The bidder shall bear all costs associated with the preparation and submission of its bid, and HA-Somalia will not be responsible or liable for those costs.
2. Language of Bid
The bid prepared by the Bidder, as well as all correspondence and documents relating to the bid exchanged by the Bidder and HA-Somalia shall be written in English language.
Supporting documents and printed literature furnished by the Bidder may be in another language provided, the Bidder is ready to avail a translated copy at the Bidders cost if asked so.
3. Bid Propose
The Bidder shall propose the Bid with complete detail and the appropriate Price Schedule, indicating the shares to be supplied in line with the availed item/share descriptions.
4. Bid Prices
a. The Bidder shall indicate on the appropriate Price Schedule the unit prices and total bid price of the goods it proposes to supply under the contract.
b. Prices quoted by the Bidder shall be fixed during the Bidder’s performance of the contract and not subject to variation on any account, unless otherwise specified. A bid submitted with an adjustable price quotation will be treated as non-responsive and will be rejected.
5. Bid Currency
Prices shall be quoted in US Dollars ($).
6. Period of Validity of Bids
c. Bids shall remain valid for a period of 15 calendar days after the date of bid opening prescribed by HA- Somalia procurement team. A bid valid for a shorter period shall be rejected by HA-Somalia as non-responsive.

3. Amendment to Bidding Documents
a. At any time prior to the deadline for submission of bids, HA-Somalia, for any reason, whether at its own initiative or in response to a clarification requested by a prospective Bidder, may modify the bidding documents by amendment.
b. All prospective bidders that have received the bidding documents will be notified of the amendment in writing and will be binding on them.
c. In order to allow prospective bidders reasonable time in which to take the amendment into account in preparing their bids, HA-Somalia, at its discretion, may extend the deadline for the submission of bids (if required).
1. Cost of Bidding
The bidder shall bear all costs associated with the preparation and submission of its bid, and HA-Somalia will not be responsible or liable for those costs.
2. Language of Bid
The bid prepared by the Bidder, as well as all correspondence and documents relating to the bid exchanged by the Bidder and HA-Somalia shall be written in English language. Supporting documents and printed literature furnished by the Bidder may be in another language provided, the Bidder is ready to avail a translated copy at the Bidders cost if asked so.
3. Bid Propose
The Bidder shall propose the Bid with complete detail and the appropriate Price Schedule, indicating mthe shares to be supplied in line with the availed item/share descriptions.
4. Bid Prices
a. The Bidder shall indicate on the appropriate Price Schedule the unit prices and total bid price of the goods it proposes to supply under the contract.
b. Prices quoted by the Bidder shall be fixed during the Bidder’s performance of the contract and not subject to variation on any account, unless otherwise specified. A bid submitted with an adjustable price quotation will be treated as non-responsive and will be rejected.
5. Bid Currency
Prices shall be quoted in US Dollars ($).
6. Period of Validity of Bids
c. Bids shall remain valid for a period of 15 calendar days after the date of bid opening prescribed by HA- Somalia procurement team. A bid valid for a shorter period shall be rejected by HA-Somalia as non-responsive.

1. Introduction
World Vision Somaliland (WVS) is a humanitarian and development organization dedicated to working with children, families, and communities to overcome poverty and injustice. To ensure the safety and security of its personnel, assets, and facilities, WVS seeks to prequalify a professional and experienced security service provider for the provision of unarmed security services across its offices and operational locations in Somaliland.
2. Purpose of the Assignment
The purpose of this prequalification is to engage a qualified, reliable, and professional security company to provide high-quality unarmed guard services to protect World Vision Somaliland’s office premises, staff, visitors, and property, while ensuring a safe, secure, and welcoming working environment.
3. Scope of Work
The security company shall be responsible for providing the following services:
3.1 Guard Responsibilities
Access Control
Monitor and control entry and exit of all personnel, vehicles, and visitors.
Maintain accurate visitor and vehicle logs.
Prevent unauthorized access to all premises.
Premises Protection
Conduct regular patrols of the premises, including perimeter checks.
Post stationary guards at designated entry points and vulnerable areas.
Identify and report suspicious activities or security risks.
Secure all gates, doors, and windows after working hours and during holidays.
Emergency Response
Respond immediately to incidents including fire, medical emergencies, or security breaches.
Notify relevant authorities and WVS designated contacts promptly.
Asset Protection
Safeguard organizational assets including vehicles, equipment, and supplies.
Monitor surveillance systems (e.g., CCTV) where available.
Support to Staff and Visitors
Guide visitors on security protocols.
Assist staff with security-related concerns as directed by the WVS Administration and Security Focal Point.
3.2 Company Responsibilities
Provision of Equipment: Supply guards with essential tools (e.g., flashlights, radios, logbooks) and maintain them in functional condition.
Uniforms & Identification: Ensure guards wear professional uniforms and carry visible ID badges at all times.Training: Provide initial and refresher training in safety procedures, emergency response, and customer service. Training reports must be submitted to WVS.
Supervision: Assign a supervisor to oversee guard conduct and performance. Regular inspections must be conducted.
Legal Compliance: Comply with all local labor laws and regulations. Guards must be employed legally, with fair contracts, benefits, and working conditions.
Complaint Handling: Establish and maintain a clear complaint management process. Report resolutions to WVS as required.

Timely attendance and shift punctuality.

The Security Company Supervisor shall coordinate regularly with WVS for service reviews and incident follow-up.Monthly reports, incident logs, and performance reviews are mandatory deliverables.
Duty Schedule and Staffing Requirements
Standard Shifts:
Day Shift: Two (2) guards from 6:00 AM to 6:00 PM
Afternoon Shift: One (1) guard from 12:00 PM to 6:00 PM
Night Shift: Two (2) guards from 6:00 PM to 6:00 AM
Deployment:
One guard stationed at the main entrance.
One mobile guard for perimeter patrols.
Additional guards may be deployed upon request during events or high-security needs.
Complaints Handling Mechanism
Complaints must be acknowledged within 24 hours and resolved within 7 days.
Records of complaints and corrective actions must be shared with WVS during monthly reviews.
Code of Conduct and Compliance
All guards must be briefed and comply with World Vision’s Code of Conduct, Child and Adult Safeguarding Policies, and Protection Against Sexual Exploitation and Abuse (PSEA) guidelines.
Guards must demonstrate ethical, respectful, and professional behaviour at all times.
Evaluation and Termination
WVS will regularly assess service quality based on KPIs and feedback. Continuous poor performance, policy violations, or breach of agreement may result in contract termination.

Skills and qualifications
Education: A first University degree in Security Management, International Relations or Law Enforcement or other relevant field, Or Advanced University degree in a similar field.
Experience: At least one (1) year of relevant professional experience in security management and managing complex security operations, preferably in conflict or post-conflict settings. Proven experience in engaging armed actors, government bodies, and communities to facilitate humanitarian access. Skilled in team management, mentoring junior staff, and supervising contracted services in high-risk settings. Knowledge of UNSMS policies and protocols is a strong asset.

- 2. Scope of Work
- The scope and focus of the assignment is to provide technical, strategic and operational support to enable the renewal of SSWC Strategic Plan in line with the changing political, economic, technological, global and social landscape.
- 3. Objective of the assignment
- The objective of this assignment is to develop a new strategic plan (2025 – 2030) to advance the SSWC's sustainability within a changing operating environment. The new strategic plan will build on the successes of the previous plan and the opportunities provided by the existing and future internal and external operational environments. The strategy is anticipated to improve the SSWC’s efficacy in creating a sustainable organization, that works with communities, to attain their role in supporting women and children to overcome marginalization.
- Specific Objectives of the assignment.
- a) Facilitate planning workshop to enable staff and stakeholders to reflect on the outcome of the 2019 – 2024 strategic plan review and formulate 2025 to 2030 Strategic plan.
- b) Carryout a desk review of SSWC’s work, analyze the socio-economic and political environment - using Political Economic Analysis (PEA) lens - within which SSWC has been operating during the review period and the overall situation of community development, advocacy, institutional strengthening & sustainability and research & knowledge management.
- c) Facilitate strategic planning and engagement workshop(s) with the board, staff and stakeholders.

- b) A five-year strategic plan covering the period 2025-2030 alongside a theory of change, SWOT/PESTEL analysis, detailed implementation matrix, corresponding implementation budget and an organogram.
- c) A detailed donor map and resource mobilization plan relevant to SSWC.
- d) An operational plan detailing strategy for implementation.
- e) A robust MEL Framework, with clear monitoring, evaluation and learning activities for the strategic period.
- f) A consultancy report including the major activities of the consultancy, highlights of the strategic planning and validation workshops.
- 3) Proposed Methodology
- The consultant is expected to propose a methodology that effectively results in the expected deliverables as outlined in this Terms of Reference. A participatory approach and critical reflection by the Board, Management, Staff and key stakeholders will make the process meaningful. The following steps are recommended:
- a) Carryout an inception meeting with SSWC management to review the guidelines and prepare an inception report detailing the development of the strategic plan 2025 - 2030.
- b) Development of the data collection tools, workplan and other guidelines for strategic planning process.
- c) Review and analysis of existing documents, including SSWC’s 2019 to 2024 Strategic Plan, key project documents and reports, relevant sector/partner/donor publications, and critical research on SSWC as well as the SSWC 2019-2024 Strategic Plan Review and annual Reports. Thus, gathering insights that will contribute to identifying focus areas and developing strategic objectives and key result areas in addition to key prospects and gaps, national and global priorities concerning SSWC’s work.
- d) Conduct focus group discussions and key informant interviews with SSWC board, management, staff, partners and other key stakeholders to identify the critical strategic areas, issues, opportunities, and shortfalls to address in the new strategic plan.
- e) Develop the first draft of the strategic plan for review by SSWC and stakeholders.
- f) Review and validate the draft strategic plan in liaison with the SSWC Board, management, and stakeholders.
- g) Finalize the strategic plan, including the theory of change, implementation and evaluation framework and budget.
- 4) Timelines for the Assignment
- The assignment will be carried out between May and June 2025. The duration of the assignment is 25 working days.

- The SSWC Executive Director with assistance of the programme manager will be the liaison person for this work and will provide all documents needed on time and coordinate all the necessary participatory meetings.

- a) The lead consultant should hold at a minimum of a Master’s degree either Social Studies, Organizational Development, Strategic Planning, Political Science, Education, Governance, or a related field.
