The enclosed document is not an offer to contract, but a solicitation of a vendor’s proposed intent. Acceptance of a quotation in no way commits CARE to award a contract for any or all products and services to any vendor.
CARE reserves the right to make the following decisions and actions based on its business interests and for reasons known only to CARE:
To determine whether the information provided does or does not substantially comply with the requirements of the RFQ
To contact any bidder after quotation submittal for clarification of any information provided.
To waive any or all formalities of bidding
To accept or reject a quotation in whole or part without justification to the bidder.
To not accept the lowest bid
To negotiate with one or more bidders in respect to any aspect of submitted quotation.
To award another type of contract other than that described herein, or to award no contract.
To enter into a contract or agreement for purchase with parties not responding to this RFQ
To request, at its sole discretion, selected Vendors to provide a more detailed presentation of the quotation.
To not share the results of the bids with other bidders and to award contracts based on whatever is in the best interest of CARE.
Any material statements made orally or in writing in response to this RFQ or in response to requests for additional information will be considered offers to contract and should be included by vendor in any final contract.

2.2. CONFIDENTIALITY/ NON-DISCLOSURE
All information gained by any vendor concerning CARE work practices is not to be disclosed to anyone outside those responsible for the preparation of this quotation. Any discussion by the vendor of CARE’s business practices could be a reason for disqualification. CARE, at their discretion, reserves the right to request a non-disclosure agreement.
Reciprocally, CARE commits that information received in response to this RFQ will be held in strict confidence and not disclosed to any party, other than those people directly responsible for the evaluation of the responses, without the express consent of the responding vendor.
Finally, the information contained within this RFQ is confidential and is not to be disclosed or used for any other purpose by the vendor.
2.3. PUBLICITY
Any publicity referring to this project, whether in the form of press releases, brochures, or photographic coverage will not be permitted without prior written approval from CARE.
2.4. LIABILITY
The selected vendor(s) will be required to show proof of adequate insurance at such time as CARE is prepared to procure the services. The participating vendor will also be required to indemnify and hold harmless CARE for, among other things, any third-party claims arising from the selected vendor’s acts or omissions and will be liable for any damage caused by its employees, agents or subcontractors.
2.5. FORCE MAJEURE
Neither Party shall be responsible for a performance that is delayed, hindered, or is rendered inadvisable, commercially impracticable, illegal, or impossible by a “Force Majeure Event.” A
Force Majeure event includes, without limitation, an act of nature, a pandemic, emergency, civil unrest or disorder, actual or threatened terrorism, war, fire, governmental action or interference of any kind, power or utility failures, strikes or other labor disturbances, a health warning issued by the Center for Disease Control (or similar agency), any other civil or governmental emergency and/or any other similar event beyond a Party’s reasonable control.
The Party that seeks to invoke this Force Majeure provision (the “Affected Party”) shall provide the other Party (the “Unaffected Party”) with a written notice within ten (10) days of the date the
Affected Party determines a Force Majeure Event has occurred.
2.6. ERRORS AND OMISSIONS
CARE expects the vendor will provide all labor, coordination, support, and resources required based on the vendor’s quotation and corresponding final SOW. No additional compensation will be available to the vendor for any error or omission from the quotation

2.7. OWNERSHIP OF WORK
All work created during this evaluation must be original work, and no third party should hold any rights in or to the work. All rights, title and interest in the work shall be vested in CARE.

CARE encourages every prospective Supplier to avoid and prevent conflicts of interest, by disclosing to CARE if you, or any of your affiliates or personnel, were involved in the preparation of the requirements, design, specifications, cost estimates, and other information used in this RFQ.

This Request for Quotation represents the requirements for an open and competitive process.
Quotations will be accepted until 27th May 2025 delivered via email solely to som.bids@care.org no later than the above specified date

- GENERAL MISSION – HUMANITY & INCLUSION Created in 1982, Humanity & Inclusion/ formerly known as Handicap International (HI) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. - HI started in Somaliland in 1992 by setting up a rehabilitation center and supporting a local NGO, Disability Action Network, in building their capacity and take over the management of the rehabilitation center in Hargeisa, some years later. HI’s strategy in Somalia is to support local and international actors, access to services and advocacy for the rights of persons with disabilities and other disadvantaged groups such as older persons. HI engages with development and/or humanitarian actors through partnership, collaboration and capacity development to promote inclusion, access to and participation of persons with disabilities in basic and specific services as well as in decision making processes that affect their lives.
- ROLE OF THE POSITION
- The Senior Business Development Officer will play a key role in fundraising, proposal development, and identifying funding opportunities. He will be based in Mogadishu, with frequent travel to other project sites in Somalia and Somaliland, and will report directly to the Country Manager.
- MAIN RESPONSIBILITIES
- • Under the direct supervision of the Country Manager, and in close collaboration with the, Programme teams, as well as other members of the Business Development Senior Officer proactively contributes to the development of the Programme by designing, implementing and monitoring the funding strategy for the Somalia/Somaliland.;
- • He/she identifies funding opportunities and leads the process of developing concept notes and project proposals through to submission to various donors, such as public institutions, foundationsand the private sector;
- • He/she contributes to relevant liaison with external stakeholders, INGOs, NGOs, local organizations, coordination platforms, clusters, etc. promoting HI mandate and building partnership opportunities.
- MISSIONS
- Mission 1: Strategic Positioning and Planning
- • Observe donor strategies and priorities at country level and monitor opportunities in order to anticipate calls for proposals and identify bidding opportunities;
- • Participate in the development of the operational strategy, with particular focus on the fundraising action plan and internal project documents;
- • Draw up a mapping of other humanitarian and development actors (INGOs, UN agencies,
- government representations) to monitor trends and remain competitive;

- • Coordinate proposal development, distributing tasks among the key people involved in the writing of the project proposals for submission to the donor, in accordance with HI's proposal writing process and tools (PD-tool, project development tracking tool, etc.), including the development of: logical frameworks, MEAL plan, narrative description of technical approach, planning, staffing and budgeting;
- • Proactively coordinate the involvement and input of all relevant technical advisors (HQ and mission staff) for all proposal development;
- • Identify, where appropriate, relevant/competitive arrangements (consortia, multi-country projects, etc.) in order for HI to position for influence
- • For consortia: ensure coordination and communication, and manage stakeholder input during project development;
- • Review the project proposals/final concept notes prior to submission for compliance with donor guidelines and expectations, consistency between the budget and the technical description, and overall quality;

With funding from CARITAS, WARDI is implementing a project titled: Emergency response to drought-affected HHs in Banadir and Lower Shabelle regions of Somalia. To enhance the health, hygiene, and resilience of vulnerable communities in targeted locations by addressing critical needs related to sanitation, water access, and disaster preparedness. It will also help the most affected population in reducing negative coping mechanism. Improved health, hygiene, and resilience of vulnerable communities through enhanced access to sanitation, clean water, and community capacity building for effective disaster preparedness.

Job Description: Security Officer – SC Somalia & Somaliland.
1. Objectives of the Position
The primary purpose of this role is to represent Welthungerhilfe’s Safety and Security interests in SC Somalia and Somaliland. The position reports directly to the Area Manager –
Somalia, with secondary reporting to the Country Director and technical support from the Regional Security Advisor.
The officer will engage with INSO, GiZ, and other security personnel from international and local NGOs to facilitate information exchange and enhance overall local analysis. This role
requires interaction with project partners, project participants, and stakeholders to promote understanding and acceptance of Welthungerhilfe’s mission in the region, including travel
between Mogadishu, Hargeisa, and various project sites. The position will be based in Mogadishu, with travel to Somaliland and occasionally to Kenya when required.

- Purpose
- The Water & Habitat (WATHAB) Energy Project Manager oversees design, planning and implementation of the electromechanical projects within the scope of the ICRC's water and habitat assistance objectives, with limited supervision. The job holder is responsible for the design and technical input of electromechanical projects and project-related quality control for all the electromechanical projects in the Country.
- This is a resident/national position based in Mogadishu, Somalia with regular professional travels to different ICRC structures and work sites across Somalia.
- Accountabilities & Functional responsibilities
- • Conducts and analyses needs assessments and surveys, and shares analysis with WatHab Coordination and WatHab area responsible.

Background
Background
In Somalia, school feeding programs play a crucial role in addressing food insecurity, improving student attendance, and enhancing overall educational outcomes. To supplement these programs and promote sustainability, the construction of greenhouses in schools has been identified as a strategic intervention. Greenhouses will enable schools to grow fresh vegetables and other crops year-round, providing nutritious food for students while also serving as a learning tool for agricultural education.
Seasonal movement along transhumance corridors for grazing and water is a common practice for pastoralists within Somalia and across the border to Ethiopia. However, conflicts and climate change effects pose challenges such as obstruction of corridors due to displaced persons' sites, economic activities, urbanization, livestock theft, tax levying, and kidnapping. Access to water points often depends on payments and clan relationships. Additionally, pastoralists have limited access to safety nets, climate information, and Early Warning Systems (EWS), relying mainly on clan networks for support. To address unstable food and water supplies, climate-induced displacement, and conflict in the region, early action and enhanced preparedness are crucial for protecting transhumance corridors and livelihoods.
The integration of greenhouses into school environments serves a dual purpose: enhancing the school feeding program and fostering innovative climate-smart agricultural practices. This initiative aims to provide fresh, nutritious produce for school meals for pastoralist children along the corridor while educating students on sustainable agriculture.
Objectives
Promote Climate-Smart Agriculture: Equip students and staff with the knowledge and skills required for sustainable agricultural practices that mitigate climate change impacts along the corridor.
Educational Opportunities: Integrate agricultural education into the school curriculum to foster interest in innovative farming techniques among students.
Scope of Work
The scope of work includes, but is not limited to, the following activities:
Site Selection and Preparation: Identify and prepare a suitable site within the school premises for the construction of the greenhouse.
Design and Construction: Design and construct a greenhouse that is appropriate for the local climate and capable of supporting diverse crops.
Irrigation and Fertilization: Install efficient irrigation and fertilization systems to ensure optimal plant growth.
Plant Selection: Select a variety of crops that are nutritious, easy to grow, and suitable for the local climate.
Training: Provide training sessions for students, teachers, and staff on greenhouse management and climate-smart agriculture practices.
Monitoring and Evaluation: Develop and implement a monitoring and evaluation plan to assess the greenhouse's impact on the school feeding program and educational outcomes.
Maintenance: Establish a maintenance plan to ensure the greenhouse remains functional and productive over time.
Construction of the Greenhouse
Design and construct a greenhouse structure suitable for Somalia's climate (e.g., high temperatures, limited rainfall).
Use durable materials that can withstand local environmental conditions.
Ensure the greenhouse is appropriately ventilated and equipped to regulate temperature and humidity.
Provide water-efficient irrigation systems (e.g., drip irrigation) to support crop growth.
Site Preparation
Clear and level the designated area for greenhouse construction.
Ensure proper drainage to prevent waterlogging.
Conduct soil testing and, if necessary, recommend soil improvements for optimal crop production.
Installation of Equipment and Accessories
Install planting beds, seed trays, or soil containers as required.
Set up an irrigation system, including water tanks, pipes, and pumps if needed.
Provide shading nets, if necessary, to protect plants from extreme heat.
Install fencing or other protective measures to secure the structure from animals and unauthorized access.
Training and Handover
Train school staff and students on greenhouse management, including planting, irrigation, pest control, and harvesting.
Provide a detailed manual on greenhouse operation and maintenance.
Handover the completed greenhouse to the school management team.
Deliverables
The following deliverables are expected:
A fully constructed and operational greenhouse.
A detailed report on site selection, design, and construction processes.
Installation of irrigation and fertilization systems.

A variety of crops successfully grown and harvested.

The project is expected to be completed within Two months from the start date. Key milestones include:
Week 1: Site selection and preparation.
Week 2: Design finalization and start of construction.
Week 3: Completion of greenhouse construction.
Week 4: Installation of irrigation and fertilization systems.
Week 5: Training sessions and initial planting.
Week 6: Monitoring, evaluation, and first harvest.
Stakeholders and Responsibilities
School Administration: Oversee project implementation and ensure alignment with school goals.
Contractors: Responsible for the design and construction of the greenhouse.
Agricultural Experts: Provide guidance on climate-smart practices and crop selection.
Teachers and Staff: Participate in training and integrate agricultural education into the curriculum.
Students: Actively engage in greenhouse activities and learning processes.
Community Members: Support and participate in the greenhouse project, fostering a collaborative environment.
Monitoring and Evaluation
A comprehensive monitoring and evaluation plan will be implemented to track progress and measure the greenhouse's impact. Key performance indicators will include crop yield, nutritional improvement in school meals, student engagement in agricultural activities, and the adoption of climate-smart practices.
Qualifications of the Contractor
The contractor should meet the following qualifications:
Proven experience in constructing greenhouses or similar agricultural structures.
Knowledge of climate-resilient and water-efficient agricultural practices.
Experience working in Somalia or other regions with similar environmental conditions.
Ability to provide training and capacity-building services in agricultural techniques.
Budget and Payment Terms
The contractor is required to submit a detailed budget, including labor, materials, transportation, and training costs.
Payments will be made in installments, based on agreed milestones: Milestone 1: 50% work completion with 40% payment,
Milestone 2: 40% payment up on 90% work completion
Milestone 3 20% payment after hand over and review of work completion.
Supervision and Reporting
The contractor will report to CARE senior program officer and provide regular updates on the progress of construction. Site inspections will be conducted to ensure compliance with the agreed design and standards.
Evaluation Criteria
Proposals will be evaluated based on:
Technical expertise and experience in similar projects.
Quality and durability of proposed materials and design.
Cost-effectiveness of the budget.
Capacity to deliver within the specified timeline.
Inclusion of training and sustainability measures.
